17 State Street is a skyscraper in the Financial District on Manhattan , New York City . The building was designed by Roy Gee of Emery Roth & Sons and completed in 1988. It's on State Street and is adjacent to Battery Park . The office tower has been owned by RFR Holding since 1999. The building impresses not with its height, but rather with its clear lines and the round, blue facade, which clearly stands out from the skyline of Lower Manhattan . In 2012 the skyscraper had to be closed for renovation after the storm damage from Sandy .
