The Anton-Bessmann-Ring is the first municipal road in Germany to be built using the public-private partnership model. It is the eastern bypass in Marienfeld in East Westphalia in the Gütersloh district and connects the industrial area there to the B 513 .

history

planning

Even in the days of Marienfeld's independence, i.e. before 1973, there was a desire to build a bypass road for the industrial area and to reduce traffic in the town center. However, due to a lack of financial means, the construction was never implemented.

On June 30, 2005, the city council of Harsewinkel decided to tender the so-called Osttangente as a PPP project . At the beginning of April 2006, the award procedure was opened with a competition that was advertised across Europe. This was necessary because the total volume of the project exceeded the limit of 5 million euros.

Eleven companies applied for the bidding process, five of which were able to qualify. At the beginning of July 2006 they received the tender documents, which had to be returned by the end of September 2006. After a thorough examination of the offers and negotiations, the contract was awarded to Hermann Kirchner Projektgesellschaft mbH from Bad Hersfeld on December 19, 2006 . The contract was signed on January 10, 2007.

In the run-up to the planning, the city of Harsewinkel acquired the building site for the street and made the necessary compensation areas available so that this did not become part of the contract.

Construction and completion

Construction of the road started in February 2007. The executing company took care of the construction site equipment, the coordination of the trades up to the final completion of the road at the end of November 2007. The road was opened to traffic with a short ceremony on November 30, 2007. An opening ceremony was on June 1, 2008 with a parade across the street.

The building and operating company is obliged to maintain the road operationally and structurally for a period of 30 years after completion. The operational maintenance includes the cleaning and maintenance work, cleaning of the drainage facilities as well as the winter service. The obligations extend not only to the road structure, but also to the parking spaces as well as the sidewalks and cycle paths. The maintenance and winter service is carried out by the Halle road maintenance department of the state road construction company in North Rhine-Westphalia.

The Anton-Bessmann-Ring connects Klosterstrasse (L 927) with Bielefelder Strasse (L 806) and serves as a relief road for the Marienfeld district of Harsewinkler . It connects the Marienfeld industrial area with the federal highway 513 and the feeder line to the Rheda-Wiedenbrück junction of the federal motorway 2 . The 1.025 kilometer long route is connected via two roundabouts with a diameter of 40 meters each.

The relief road has a standard width of 21.25 meters. To the west of the road there is a footpath and cycle path.

The road crosses the valley ditch , the Lutter and the Wöstenbach . The carriageway and footpath and bike path have their own bridges. In the course of the road, the TWE railway line from Ibbenbüren to Hövelhof is crossed. It is mainly used for freight transport by the Claas agricultural machinery factory in Harsewinkel.

In addition to the relief road, the connection of the Ruggebusch sports fields is part of the project scope. The driveway has a length of 310 meters and a standard width of 23 meters. It is flanked on both sides by a total of 119 parking spaces that are perpendicular to the course of the road.

The total financial framework is 5.7 million euros. The city's annual rent is 140,000 euros. The city's savings were calculated at 5%.

Naming

The street was named after the tailor Anton Bessmann (1907–1996), who was the second generation to run the family business of the same name in Marienfeld. His son Heiner owned large parts of the building site and insisted on the naming.

Awards

In 2007 the project received the special innovation award from the Federal Association of Public Private Partnerships.
