European Commission work program

The work program of the European Commission is one of the most important legislative and political plans of the European Union.

history

The European Union has been publishing an annual work program since 1988. The Council has only published a three-year strategic program since 2003 . The European Parliament influenced the drafting of the program from the beginning, and the Council has also been involved since 1993. The background for the work program was the request of the parliament to get a better insight into the planning of the executive branch .

The Commission's annual legislative program goes back to an agreement between the European Parliament and the Commission in 1993 and, in addition to increasing the transparency of European legislation, also aims to improve cooperation between the European institutions. Since 2003, the Council, Parliament and the Commission have also had to coordinate their legislative programs and agree on a joint annual plan.

In addition to the annual work program, in 2003 the Commission published a rolling three-month program.

For the successful implementation of its legislative projects, the European Commission depends on good cooperation with the other organs of the European Union. Therefore, the Commission, in cooperation with the European Parliament and in close coordination with the Council Presidency work program, annually presents a work program which discloses all planned legislative initiatives.

The European Commission's work program provides information on its strategic initiatives for the coming year. In 2010, it also includes other important initiatives that are planned for the period 2010–2014, and thus for the first time offers a multi-year overview. The Commission is obliged to update this program annually, to disclose new strategic initiatives and, in the course of this, to continuously adapt the multiannual program.

The European Commission must evaluate strategic initiatives in its work program that have a significant impact in the form of an impact assessment and attach them to the program. The impact assessment can u. a. Costs for the budgets or the burdens for society as a whole of a planned legal act are identified and the legal acts as a result may be modified or dropped entirely.

The Commission reports to the other EU institutions on a monthly basis on the implementation of the program and other planned initiatives by the end of the year.

The work program is not legally binding, but it does set important political guidelines.

Work program 2010

Due to the late appointment of the European Commission in 2010, the 2010 work program was not published until March 31, 2010. It covers the following areas:

Implementing the Europe 2020 strategy , especially with a view to overcoming the current economic crisis and creating sustainable growth and jobs, the rights and security of EU citizens, strengthening Europe's role in the world and modernizing the way it works and EU instruments.

2011 work program

The 2011 work program was published on October 27, 2010. The main topics are:

  • Consolidation of the social market economy in Europe beyond the crisis
  • Stimulating growth to create jobs
  • Continuation of the citizen-oriented agenda of freedom, security and justice:
  • Strengthening Europe's presence on the international stage
  • Results-oriented thinking to make the most of EU policy

Work program 2012

The Commission's 2012 work program, published on November 15, 2011, is entitled "European Renewal". The work program aims to translate President Barroso's political guidelines and his 2011 State of the Union address into concrete action.

The main self-stated objectives of the Commission's work program are:

  • A union of stability and responsibility
  • A union of growth and solidarity
  • More weight for the EU's voice on the world stage

Intended projects of the commission are e.g. B. deepening the internal market in the field of services, research policy and innovation, the digital agenda , tackling youth unemployment, improving consumer protection rights and the free movement of workers , climate protection or the development of a European humanitarian voluntary service .
