ArchiSafe

ArchiSafe was a project that was carried out as part of the BundOnline 2005 e-government initiative . The aim of ArchiSafe was to develop a concept for the legally and revision-safe archiving of electronically signed documents in accordance with the Signature Act ( SigG ) and Signature Ordinance ( SigV ). The project duration was 4 years (12/2004 - 11/2008).

Project partner

The project was carried out by the Physikalisch-Technische Bundesanstalt ( PTB ) in cooperation with the Federal Archives , the Federal Office for Information Security ( BSI ) and the Federal Government's Coordination and Advice Center for Information Technology in the Federal Administration ( KBSt ). Representatives from more than 20 different federal and state authorities were involved in the form of a user advisory board. ArchiSafe is designed as an EfA (one for all) service and is available to all state, local and federal authorities.

Concepts

Conceptually, ArchiSafe ties in with the results of the ArchiSig project funded by the Federal Ministry of Economics and Labor .

Several concepts and specifications were developed and published as part of ArchiSafe. Consider these:

  • Legal framework for the administration that must be observed for the long-term archiving of electronically signed documents
  • General requirements and conceptual approaches to / for electronic long-term archiving
  • Rough concept for the development of a middleware that provides interfaces to specialist procedures, archiving systems and certification service providers
  • Functional requirements for permanent and legally compliant electronic filing
  • Metadata that are required for filing electronic documents
  • suitable long-term document formats
  • Signatures and signature verification data
  • Import and export interfaces
  • Protection profile ( PP-0049 ) according to the common criteria which has been evaluated and certified by the BSI

realization

In the sense of a proof of concept , a prototype was developed at PTB that archives the documents created in the context of an existing technical procedure (e.g. national type approvals) in a legally secure manner.
