Counselor (English Counselor , French Conseiller , Spanish Consejero ) is the name for a rank in the foreign service .

Germany

In the German Foreign Office , civil servants in grade A 15 and A 16 (first class counselor) use this official title at an embassy or permanent representation instead of the official title used in Germany as the lecturer of the legation or the lecturer of the first class. It corresponds to that of a government director (A 15) or senior government director (A 16) at the other ministries. If the official comes back from the foreign post to the headquarters of the Foreign Office, he will use his old official title again. A first class counselor is usually a head of unit .

At smaller representations such as Panama City or Ulaanbaatar , the Embassy Council is usually the ambassador's permanent representative . If the latter is absent and outside the host country, the permanent representative is the business agent . At larger embassies, such as in Washington DC , Moscow or at the Permanent Mission to the European Union in Brussels , a large number of embassy councilors work, usually as speakers or heads of unit within certain departments ( politics , economics , culture, etc.).
