Conseil du Jura Bernois
The Conseil du Jura bernois (CJB, French for 'Council of the Bernese Jura') is a regional parliament created in 2006 for the Bernese Jura in the canton of Bern in Switzerland and the first regional parliament in Switzerland. Its headquarters are in La Neuveville . The CJB was founded to increase the presence of the French-speaking minority in the political life of the canton and to preserve its cultural characteristics.
Election mode
The 24 members of the CJB are elected by the electorate of the administrative region Bernese Jura for four years in the proportional system . The seats among the former districts are divided as follows: 11 seats for the district of Moutier , 10 for the district of Courtelary and 3 for the district of La Neuveville . The legal basis is the Loi sur le statut particulier of September 13, 2004.
The French-speaking population in Biel / Bienne and Leubringen / Evilard are not entitled to vote in the election of the CJB, but elect their own regional representative, the Conseil des affaires francophones du district bilingue de Bienne
Jurisdiction
The CJB decides on the distribution of the cantonal subsidies for the cultural area of the region and elects the representatives of the canton of Bern in the intercantonal institutions of French- speaking Switzerland . He is also authorized to negotiate directly with the authorities of the canton of Jura insofar as the joint business of the two cantons of Bern and Jura are affected. The Grand Council remains the legislature responsible for the entire canton of Bern including the Bernese Jura ; in this, the Bernese Jura has 12 seats.
