Dahir Riyale Kahin

Dahir Riyale Kahin (Somali: Daahir Riyaale Kaahin , also written Hence Rayaleh Kahin ) (* 1952 in Qulunjed, Awdal , Somalia ) was president of the de facto independent, internationally not recognized Somaliland from 2002 to 2010 .

Life

Dahir Riyale Kahin was founded in 1952 as a member of Gadabursi- you - clans born in Qulunjed, Awdal, in northern Somalia. He worked as a diplomat in neighboring Djibouti , as governor of Avdal and as a businessman. At the time of Siad Barre's rule , he was also a member of the National Security Service (NSS), which was known for torture, “ disappearances ” and extrajudicial executions. While the Isaaq clan , which makes up the majority of the population in Northern Somalia / Somaliland, fought against the Barre government in the “ Somali National Movement ”, the smaller Gadabursi clan tended to support the government.

From 1997 to 2002 Dahir Riyale Kahin was Vice President of Somaliland.

After the death of President Mohammed Haji Ibrahim Egal on May 3, 2002, he took over his office on May 5, in accordance with the Somaliland constitution . In the elections of April 14, 2003, he was confirmed as a candidate for the ruling UDUB party . On May 16 of the same year he took his oath of office.

He identified ensuring the security of Somaliland and working for its international recognition as priorities.

His term of office expired on April 14, 2008 (five years after his election) or on May 15 (based on the date of his oath of office), depending on the opinion. Originally presidential elections were supposed to take place, but these have been postponed due to delays in registering voters. In April 2008, Dahir Riyale Kahin had the House of Lords approve an extension of his term of office. The two opposition parties Kulmiye and UCID accused him of deliberately delaying the elections and announced that they would no longer recognize him as president after May 15. A decree in which Kahin announced the creation of six new administrative regions and 16 districts is also controversial; Critics accused him of deliberately changing the administrative boundaries in his favor .

In the presidential elections , which were finally held in 2010, Dahir Riyale Kahin received around 33% of the vote, losing to Ahmed Mohammed Mahamoud Silanyo of the Kulmiye party. He accepted his defeat.
