Federal popular initiative "For a Switzerland without synthetic pesticides"

The federal popular initiative “For Switzerland without synthetic pesticides” , also known as the “Pesticide Initiative” for short , is a Swiss popular initiative of the Future3 association . The initiative calls for a ban on the use of synthetic pesticides and a ban on the import of foods that contain synthetic pesticides or have been produced using them.

chronology

The initiative was submitted on November 8, 2016. As a result, the Federal Chancellery stated that this corresponds to the legal forms. The start of collection was set for November 29, 2016, the collection deadline for May 29, 2018. The required 100,000 signatures were collected and submitted to the Federal Chancellery on May 25, 2018. The creation of the initiative was confirmed by the Federal Chancellery on June 25, 2018. The Federal Council requested the Parliament on 27 February 2019, the Pesticides Initiative people and cantons with no counter-proposal to be recommended for rejection. The National Council did this on June 20, 2019. After the legal deadline for dealing with the popular initiative by the Federal Council due to the deadline due to the COVID-19 crisis was extended to February 5, 2021, the Council of States will take the initiative in the Treat autumn session in September 2020.

The federal popular initiative "For clean drinking water and healthy food - No subsidies for the use of pesticides and prophylactic antibiotics" came about on March 1, 2018. Both initiatives during the year 2021 to vote come.

The Federal Constitution is amended as follows:
Art. 74 Paragraphs 2 to
2bis The use of synthetic pesticides in agricultural production, in the processing of agricultural products and in soil and landscape management is prohibited. The import for commercial purposes of food that contains synthetic pesticides or has been produced with the aid of such is prohibited.

3 As long as Article 74 paragraph 2 bis has not been fully implemented, the Federal Council may temporarily approve unprocessed foodstuffs that contain synthetic pesticides or have been produced with the aid of such pesticides if they are indispensable for averting a serious threat to humans or nature, namely one severe shortage or an extraordinary threat to agriculture, nature or people.

Attitudes

The Initiative Committee argues that if the initiative is adopted , it would improve public health as well as the health of the agricultural sector most affected. If the “Plant Protection Products Action Plan” does not make significant progress, the initiatives represent a radical opportunity for Bio Suisse to make the necessary further development. The Swiss Farmers' Association rejects the initiative, since if no plant protection products are used, the yields in agriculture would shrink by 20 to 40 percent.
