Elly (Elisabeth) Ley b. Stivarius (born January 16, 1888 in Bremen , † April 18, 1982 in Bremen) was a teacher, politician (DVP, BDV, FDP) and member of the Bremen citizenship.

Ley was the daughter of the import merchant William Stivarius. She graduated from habenicht secondary school in Bremen. Her schooling was expanded in a Swiss boarding school and in England. She attended a teacher training college for senior classes and graduated as a teacher. From 1909 to 1912 she taught in English and French. In addition, she attended a domestic school in Denmark . In 1913 she married the doctor Dr. Hermann Ley, who died in 1939. She worked as an assistant in his practice.

After the First World War she was politically active from 1920. She became a member of the liberal German People's Party (DVP).

After the Second World War she worked as a teacher again. She was one of the "women of the first hour". From October 13, 1946 to 1963, she was a member of the Bremen citizenship for the Bremen Democratic People's Party (BDV) and then for the FDP . From 1953 to 1955 she was vice-president of the citizenship. She worked in various deputations (construction, welfare, art and science). From 1957 to 1964 she was the chairwoman of the Women's Employment and Training Association . She was a board member of the Egestorff Foundation and a member of the supervisory board of Theater Bremen . She also worked in the Bremen women's club. She was an important woman in the Bremen women's movement .
