Ernst-Rainer Hönes (born February 19, 1942 in Wolfstein ) is a German conservationist and lawyer . He works as a lecturer at the Mainz University of Applied Sciences and the Johann Wolfgang Goethe University in Frankfurt am Main and is a specialist in monument law with numerous publications .

education

Ernst-Rainer Hönes studied law and history in Heidelberg and Munich . Further studies followed in 1971/72 at the Europa-Institut Saarbrücken and in the summer semesters 1972 and 1974 at the German University of Administrative Sciences in Speyer . He passed the first state examination in law in 1970 in Munich and the second state examination in 1974 in Rhineland-Palatinate . In 1986 he received his doctorate in Mainz . He then studied history, legal history , prehistory and early history and art history at the Johannes Gutenberg University in Mainz .

Career

Ministry

1974 to 2000 he headed the department for the protection of monuments, cultural assets and world heritage in the then Ministry of Culture of Rhineland-Palatinate (today: Ministry of Science, Further Education and Culture ). There he played a major role in the first monument protection law of 1978 that was valid for the entire state and after its enactment in its further development and commented on it several times . He played a key role in the 1980 Federal Law on Conservation of Monuments , which laid down the importance of monument protection for federal legislation.

Even after retiring from active service as head of department in the ministry in 2000, Ernst-Rainer Hönes continued to dedicate himself on a voluntary basis to shaping the legal framework for monument protection in Germany and Europe, in particular through his literary work.

From 2000 to 2010 he was chairman of the legal and tax work group of the German National Committee for Monument Protection .

Teaching

Ernst-Rainer Hönes has been a lecturer in public law at the Mainz University of Applied Sciences since 1985 , where he has also been an honorary professor since 2001, and since 2011 he has been a lecturer at the University of Frankfurt (“Archeology and Law”). Ernst-Rainer Hönes is a founding member of the working group Theory and Teaching of Monument Preservation .

Ernst-Rainer Hönes has published numerous publications and essays in specialist journals on a whole range of aspects of monument law, monument protection and monument preservation , such as urban monument protection, the consideration of building and land monument preservation in federal law or cultural landscape protection. In this way, he has significantly shaped the legal framework for the preservation of monuments in the federal states, at the federal level and in Europe.

Ernst-Rainer Hönes has been married since 1975 and has one son. He lives in Mainz .

Honors

In 2013 Ernst-Rainer Hönes received the Silver Hemisphere of the German Prize for Monument Protection .
