Estanislau da Conceição Aleixo Maria da Silva (born August 4, 1952 in Dili , Portuguese Timor ; other source: in Manatuto ) is an East Timorese politician of FRETILIN . He was Prime Minister of East Timor from May 20, 2007 to August 8, 2007 and Minister of State and Minister of Agriculture and Fisheries from 2015 to 2018 .

Career

Estanislau's parents are Luís da Silva and Genoveva Aleixo . They came from the island of Atauro . Until the Carnation Revolution , Luís da Silva was the administrator of Manatuto . Estanislau da Silva graduated from elementary school from 1961 to 1965 in Fuiloro and from 1966 to 1971 received an apprenticeship as an electrical and mechanical engineer at the Technical School Prof. Silva Cunha in Dili. After graduating, Silva went to Lisbon / Portugal in 1973 to continue studying agricultural economics, where he was part of the group of Casa dos Timores . With the fall of the dictatorship in Portugal in 1974, the first parties were also founded in the Portuguese Timor colony. Silva joined FRETILIN and became a founding member of its Lisbon branch, the Comité de Acção da FRETILIN (CAF).

In 1975 East Timor declared independence from Portugal, but was occupied by Indonesia only nine days later . Silva interrupted his studies in Lisbon in 1976 and was sent by FRETILIN first to Mozambique and then to Australia in order to promote East Timor's aspirations for independence. Australian supporters of the Campaign for Independence of East Timor CIET suggested that Silva support Neville Cunningham and António Belo in operating a radio station in Darwin that was supposed to keep the connection with the FRETILIN leadership in East Timor. Because Silva was not an Australian citizen, he had to operate the radio station underground and spent six months in the bush of the Northern Territory . In September 1976, Silva and Cunningham were arrested by the police. The radio connection was interrupted. After a short trial, Silva was released. The radio link was later re-established by FRETILIN members and Australian supporters. But Silva decided to settle in Mozambique. He studied agricultural economics at the Eduardo Mondlane University in Maputo and worked in the Marracuene state enterprise for the Mozambican government. Silva also completed short courses on agricultural systems in arid areas at the International Crops Research Institute for the Semi-Arid Tropics in Hyderabad, India .

In 1985 he returned to Australia to campaign for the independence of East Timor again. He spoke at events, organized demonstrations and fundraising, and spoke to Australian politicians. At the same time, Silva kept in contact with FRETILIN in East Timor and supported people in fleeing East Timor and starting over in Australia. In addition, Silva continued his agricultural studies at the University of Sydney , where he graduated with a post-graduate diploma in agricultural economics in 1987. In 1988 Silva was employed by the New South Wales Department of Agriculture's Trangie Research Agricultural Center . From 1994 to 1997 he worked at the Australian Cotton Research Institute in Narrabri .

In 1994 Silva became the official representative of FRETILIN in Australia. In 1998 he was on the FRETILIN National Congress in Sydney in the Central Committee elected the party to which he belongs since then. In addition, Silva is one of the 15 members of the National Political Commission of FRETILIN that leads the party work between the meetings of the Central Committee.

In 1999 Silva returned to East Timor, which was now under the administration of the United Nations . He initially worked as a consultant to the World Bank for Agriculture and later as a project manager for the Asian Development Bank for Infrastructure.

At number 10 on the list, Silva moved into the constituent assembly for FRETILIN in the elections on August 30, 2001 , but switched to the second interim government under the UN administration as Minister of Agriculture on September 20, 2001 . After East Timor's independence on May 20, 2002, Silva became Minister for Agriculture, Forestry and Fisheries. 2002 ended Silva a two year course for management and leadership at the Asian Development Bank in Tokyo ( Japan ).

After Prime Minister Marí Alkatiri resigned on June 26, 2006, Silva was still being discussed as the new Prime Minister. But President Xanana Gusmão was able to prevail with his candidate José Ramos-Horta , even though he was no longer a member of the ruling FRETILIN party . In contrast, Silva occupies a leading position within FRETILIN. He is also considered an ally of Alkatiris, who is still Secretary General of FRETILIN today. As a compromise, Silva received the office of the first of two deputy prime ministers.

After Ramos-Horta had won the presidential elections in 2007 , Silva took over the post of Prime Minister and Defense Minister on May 19, 2007 until he was succeeded by Xanana Gusmão on August 8 after the parliamentary elections in June 2007 . Silva received a seat in the national parliament in the election . He became a member of the Commission on Economic, Financial and Anti-Corruption (Commission C). After the new election in 2012 , Silva became a member of the Commission for Public Finance (Commission C).

After Prime Minister Gusmão prematurely resigned from office, Silva was sworn in as Minister of State, Coordinator of Economic Affairs and Minister of Agriculture and Fisheries in the new government of Rui Maria de Araújo on February 16, 2015. According to the constitution, he had to give up his seat in parliament.

In the parliamentary elections in East Timor 2017 , Silva ran for FRETILIN in 7th place and thus successfully entered the national parliament . However, on the second day of the meeting, September 6, 2017, he renounced his seat in favor of Aurélio Freitas Ribeiro . On September 15, the first members of the new government under Marí Alkatiri became. Silva received the Ministry of Agriculture and Fisheries again and kept the title of Minister of State. On a provisional basis, he also headed the “Mineral Resources” department until October 3rd. Silva lost his government offices when the eighth government of East Timor took office on June 22, 2018.
