European Development Fund

The European Development Fund (EDF) is the most important aid instrument of the European Union in the context of development cooperation with the countries of Africa , the Caribbean and the Pacific ( ACP countries ) and the overseas countries and territories (OCT) . The Development Fund finances projects or programs that contribute to the economic, social or cultural development of the countries concerned. It includes several instruments, such as non-repayable aid, venture capital and loans to the private sector. The EDF is financed by the Member States of the European Union and is not yet incorporated into the European Union budget .

The creation of a development fund was already provided for in the original version of the EEC Treaty . The establishment of the European Development Fund itself, however, only takes place through special agreements between the Member States, which are created for the usually five-year funding period. The duration of the development funds is generally based on the partnership agreements .

The 11th EDF (2015-2020) has made available EUR 30.5 billion. Around EUR 2.5 billion of the total budget has been allocated to the European Investment Bank (EIB). The 11th EDF runs until the end of 2020. Public and private actors in the ACP countries are eligible to apply . These can be public institutions at national, regional and local level, companies, non-governmental organizations and natural persons.
