FS1 (or FS1 - Freies Fernsehen Salzburg ) is a non-commercial television broadcaster in Salzburg ( Austria ) and, alongside the Viennese community TV Okto and Dorf in Linz, is the third non-commercial television broadcaster in Austria. FS1 describes itself as a 24-hour full program .

history

FS1 was launched in 2009 on the initiative of the Salzburg Free Radio Radiofabrik and announced publicly. The basis was the legally decided introduction of the non-commercial broadcasting fund (NKRF) of the Republic of Austria - administered by RTR - in 2010, which made the establishment of a community TV seem financially feasible for the federal state. The Institute for Media Education (IMB) was the first to take part, followed by the umbrella association of Salzburg cultural sites.

The later FS1 managing directors Alf Altendorf - formerly working for TIV , involved in the establishment of Okto , Radiofabrik managing director - and Markus Weisheitinger-Herrmann - employee of the IMB, which was dissolved in 2018 - are the founders of FS1. The managing director of the umbrella organization Thomas Randisek was an activist in support of the new station. A sponsoring association was registered.

The city and state of Salzburg waited longer for the desired financial participation, also with reference to bankruptcies in the commercial television sector such as Salzburg TV , later Jedermann TV and Salzburg Plus .

Media-political disputes ensued, and in mid-2011 the initiative repaid RTR grants that had already been granted due to the lack of state participation and the associated increased financial risks. The culture committee of the city of Salzburg decided on partial funding at the end of 2011. Because of the conflicts, the youth organizations Akzente und Spektrum withdrew from the sponsoring association.

At the end of 2011, a consortium made up of the Radiofabrik, Dachverband Salzburger Kulturstätten and IMB decided to implement the FS1 2012 transmitter, and to clarify their involvement later, despite the opposition from the local and regional authorities.

On February 16, 2012, the initiative went on air under the new name FS1 in the cable network of Salzburg AG .

The State of Salzburg has also been involved as a sponsor since April 2012.

In May 2012 the sponsoring association of FS1 was transformed into a non-profit company. The shareholders were Radiofabrik, IMB, umbrella association, the new association of producers and the founders of the project.

The newly built studio on Bergstrasse opened in June 2012.

Since December 2013, the station's infrastructures have been managed by the subsidiary "FS1 Infrastruktur GesmbH".

From 2014, FS1 will host the Civilmedia conference together with Radiofabrik .

FS1 has been broadcasting in HD since the end of 2016 and can also be received on the A1.TV network.

program

The media authority KommAustria takes the station into account as part of the non-commercial broadcasting fund (NKRF) in media funding as community TV. The basis of this funding is compliance with the guidelines of the NKRF and the voluntary commitment to program design in accordance with the commitment to the Charter for Community Television in Austria of the VCFÖ .

The advertising-free program is produced unpaid by the population of Salzburg and civil society organizations, primarily from the fields of art and culture, the music scene, youth, social affairs and education, and is coordinated and broadcast via the station. The station trains its producers for this in the FS1 Academy .

The station takes over the US magazine Democracy Now .

Since the Diagonale left for Graz in 1998, there has been no regular film festival in Salzburg. The international youth film festival Juvinale focuses on young filmmaking and has been held biennially since 2017. The partners are the city, the state and the Salzburg Chamber of Commerce .

The broadcaster is supported and published by a non-commercial community TV Salzburg BetriebsgesmbH. The shareholders are an association of program makers, the Freie Radio Radiofabrik , the Institute for Media Education (IMB) , the umbrella association of Salzburg cultural sites and individuals. In September 2018, ARGEkultur Salzburg and Lebenshilfe took over the shares of the IMB.

As the producers participate in the ownership structure of FS1 , the station can be seen as the first democratic television in Austria.

The company is financed by government grants and income generated by the company itself.

Transmission area and reception

FS1 has been receivable since February 16, 2012 via DVB-C in the cable network of Salzburg AG in the state of Salzburg , Schladming and Ausseerland . The broadcaster also operates a live stream of the program as a simulcast .

FS1 has been broadcast in the IPTV network of A1 Kabel TV ( A1 Telekom Austria ) since January 2017 .

FS1 is a member of the Salzburger Kulturstätten umbrella organization, IG Kultur Austria , the Association of Community Television Austria (VCFÖ), the Community Media Forum Europe (CMFE) and the Community Media Institute (COMMIT).
