Günter Mittag (born October 8, 1926 in Stettin ; † March 18, 1994 in Berlin ) was a member of the Politburo of the Central Committee of the SED from 1966 to autumn 1989 . From 1976 he was the Central Committee Secretary of the SED responsible for economic issues relating to the planned economy of the GDR .

Life

Noon came from a working class family. In 1943 he was an air force helper in an anti-aircraft regiment. From 1943 to 1945, Mittag completed an apprenticeship with the Deutsche Reichsbahn . 1956 closed lunch a correspondence course with the title of graduate businessperson and a Ph.D. in 1958 at the University of Transport in Dresden with the work of the superiority of the socialist organization and management of the railways in the GDR against the capitalist railways to Dr. rer. oec. .

In 1945, Mittag joined the KPD and became a member of the SED in 1946 through the forced unification of the SPD and KPD . In 1947 he became a member of the Greifswald SED district leadership and in the following years took on regional management positions in the FDGB . In 1958 he became Secretary of the Economic Commission at the Politburo. In 1962, Mittag became a member of the Central Committee . In 1963 he became a member of the People's Chamber and (until 1971, then again from 1979 to 1989) a member of the State Council of the GDR . From 1973 to 1976, Mittag was First Deputy Chairman of the GDR Council of Ministers. From 1979 to 1989 he was a member of the National Defense Council .

Also in 1963, Mittag became head of the Central Committee's Office for Industry and Construction. Mittag and Erich Apel designed the New Economic System of Planning and Management (NÖSPL), which was intended to modernize and reduce bureaucracy in the GDR's economy . Due to political resistance, the concept was only implemented to a very limited extent.

In 1966, Mittag moved up to the Politburo after having been a candidate since 1963. From 1963 to 1973 he was the successor to Erich Apel Secretary of the Central Committee of the SED for economic issues. When he again became Secretary of the Central Committee for Economic Affairs in 1976, his leadership role in economic policy was consolidated. Throughout his term in office, he strictly adhered to state control of the economy. The highlight of his work was the merging of the VEB in Kombinate in 1980. Within the Central Committee, Mittag also headed the Asia, Africa and Arab Region Commission.

Together with Alexander Schalck-Golodkowski (Head of KoKo and State Secretary in the GDR Foreign Trade Ministry), Mittag was a respected discussion partner for politicians and business managers in the Federal Republic. He had close contacts with Franz Josef Strauss in particular and in the early 1980s negotiated with him the so-called "billion dollar loan" from a West German banking consortium to the GDR's German foreign trade bank .

In the summer of 1989 he replaced Egon Krenz as substitute for Erich Honecker during his serious illness. He had a passion for hunting with Honecker .

Noon was diabetic . In the mid-1980s, both of his lower legs had to be amputated.

In December 1989, noon came into custody , but was soon released on medical parole and went into retirement. In 1991 there was another charge of using state funds for private homes. However, noon was declared unfit to stand trial for health reasons. The main proceedings were not opened.

Mittag received honorary doctorates from Tōkai University (Japan) and Montan University Leoben (Austria) in 1982 . The latter was withdrawn from him in 1991. He was twice the holder of the title " Hero of Labor ".

At noon they were buried in the Berlin-Biesdorf cemetery. Since a reburial his grave is in the cemetery in Zepernick .

criticism

After reunification , Mittag, as the person primarily responsible for economic planning, was accused of having contributed significantly to the economic crisis and the collapse of the GDR.
