GKL joint class lottery of the federal states
The GKL joint class lottery of the federal states is the state provider of class lotteries and games of chance in Germany . It was founded by a state treaty of December 15, 2011 with effect from July 1, 2012 and is supported by the 16 German states . The GKL is an institution under public law . It is based in Hamburg and Munich , but is subject solely to the gambling supervision of the Free and Hanseatic City of Hamburg and - if necessary - to Hamburg state law.
history
The predecessors of the GKL were the Northwest German Class Lottery (NKL) and the South German Class Lottery (SKL), whose rights, obligations and liabilities were assumed by the GKL by way of universal succession . With the formation of the GKL, the NKL and SKL were dissolved without liquidation. The names NKL- and SKL-Lottery will be retained as a brand and the game offerings will continue unchanged.
organization
The organs of the GKL are the assembly of the sponsoring countries (guarantor assembly ) and the board of directors . The board of guarantors, in which the voting rights of the federal states are distributed according to the Königstein key , supervises the management and determines the main features of the business policy. The board of directors conducts the business of the establishment and is bound by the resolutions of the board of guarantees.
Status of the institution
The GKL has the right of self-administration . It is subject to the legal supervision of Hamburg, which is exercised in coordination with the other countries by the tax authorities of the Free and Hanseatic City of Hamburg .
Distribution of Income
The profit from the organization of the games of chance and the lottery tax are distributed among the contracting countries according to the ratio of the sales achieved through the sale of tickets to game participants residing in the respective contracting country to the sales achieved from the sales of tickets in the entire lottery area.
The GKL State Treaty does not provide for earmarking the income - e.g. for charitable purposes .
