The Joint Reporting and Situation Center of the Federation and the Länder ( GMLZ ) is a situation center in Germany for monitoring and presenting nationwide damage and danger situations between the Federation and the Länder, individual federal departments, between Germany and other states as well as international and supranational organizations, for example during enforcement of the WHO International Health Regulations . In addition, the GMLZ constantly provides current situation information to a wide variety of agencies, for example the Robert Koch Institute . The GMLZ was founded on October 1st, 2002 and has been operated since 2004 by the "Crisis Management" department of the Federal Office for Civil Protection and Disaster Relief (BBK Department I - Crisis Management; Section I.5).

The GMLZ is the national specialist situation center for civil protection in the Federal Republic of Germany. In addition to constant monitoring of the situation, the primary tasks of the GMLZ are the receipt, procurement, analysis, processing, coordination, forwarding and exchange of reports and information as well as the forecast of damage developments in the event of an incident. For this purpose, the GMLZ evaluates sources from various origins. For the forecast and analysis of the situation, it uses a constantly growing network of in-house and external experts from a wide variety of institutions and authorities in the areas of civil protection and the various federal departments. Influences of events on the availability and operational safety of critical infrastructures (KRITIS) are becoming increasingly important . The legal basis for the tasks of the GMLZ is § 16 of the Civil Protection and Disaster Relief Act .

The GMLZ also performs tasks as a national contact point for the Federal Republic of Germany in over 20 specialist proceedings on behalf of various federal ministries. If, for example, a request for help is made to Germany by a member state via the reporting channels of the International Atomic Energy Agency (IAEA) in the event of a nuclear or radiological incident, the GMLZ is responsible, among other things, for the immediate notification of the bodies affected in Germany.

The third main focus is the mediation of scarce resources on an international and national level. At the national level, the GMLZ is active when requested by the countries affected by a damaging event. In addition, the GMLZ acts as a national contact point on behalf of the Federal Ministry of the Interior within the framework of the Union procedure of the European Union . Incoming requests for assistance within the framework of the Union procedure are directed by the GMLZ to the responsible federal ministries, federal states and the experts in the Union procedure.

Location

The GMLZ is located on the premises of the Federal Office for Civil Protection and Disaster Relief in Bonn-Lengsdorf. The alternative seat of the GMLZ is located at the AKNZ in Bad Neuenahr-Ahrweiler.

Organizational structure

The situation center is staffed around the clock in alternating shifts.

In the general organizational structure, the tasks of the GMLZ are performed by the shift supervisor and the situation supervisor. In the special organizational structure, there will be an increase in staff, with which the functional areas of management, situation management and resource management can be filled according to the situation.

Technical Equipment

In addition to the extensive media technology for displaying the situation, the GMLZ is equipped with various means of communication. This also includes a powerful video conference system. In 2016 the GMLZ was equipped with new technology. In addition to new furniture, the entire media technology and information technology were renewed.
