Giuseppe Lupis

Giuseppe Lupis (born March 28, 1896 in Ragusa , Ragusa province ; † October 19, 1979 ) was an Italian politician of the Partito Socialista Italiano (PSI), the Partito Socialista Unitario (PSU) and most recently the Partito Socialista Democratico Italiano (PSDI), who was a member of the Chamber of Deputies ( Camera dei deputati ) between 1948 and 1953 and again from 1958 to 1979 . He held several ministerial offices in different governments.

Life

Lawyer, exile and undersecretary of state

After attending school, Lupis studied law and then worked as a lawyer and journalist . During the fascist dictatorship of Benito Mussolini he was in exile in the United States , where he published the newspaper Il Mondo in New York City and also met the later President Giuseppe Saragat .

After the end of the Second World War , he became a member of the National Council ( Consulta Nazionale ) on September 25, 1945 and, after the elections of June 2, 1946 , a member of the National Constituent Assembly ( Assemblea Costituente ) on June 25, 1946 . On July 17, 1946, he took over his first government office in De Gasperi's second cabinet , as Undersecretary of State in the Foreign Ministry with responsibility for Italians living abroad (Sottosegretario di Stato agli Affari Esteri con delega agli Italiani all'estero) . He also held this position in the subsequent third De Gasperi cabinet until May 31, 1947.

Member of the Chamber of Deputies

In the elections of April 18, 1948 , he was the first member of the Chamber of Deputies ( Camera dei deputati ) for the Partito Socialista Italiano (PSI ) , to which he belonged until the elections on June 7, 1953 . At the beginning of his membership in parliament he was in the first legislative period between June 1948 and June 1953 a member of the Committee on Foreign Affairs, Foreign Trade and Colonies and at the same time secretary of this committee from June 1948 to June 1950. After initially joining the Partito Socialista Unitario (PSU) in January 1950 , he joined the Partito Socialista Democratico Italiano (PSDI) in May 1951 . From January 1955 to April 1956 he was President of the National Press Federation FNSI (Federazione Nazionale Stampa Italiana) .

In the elections of May 25, 1958 , Lupis was re-elected to the Chamber of Deputies for the PSDI and was a member of the Chamber of Deputies until the elections on September 27, 1979 . During the third legislative term he was a member of the Defense Committee between June 1958 and May 1963. In the second Fanfani cabinet, he held the post of Undersecretary of State in the Foreign Ministry from July 3, 1958 to September 15, 1959, this time in charge of emigration (Sottosegretario di Stato agli Affari Esteri con delega per l'Emigrazione) . Between February 24, 1962 and June 21, 1963, he also held the position of Undersecretary of State in the Foreign Ministry with responsibility for emigration in the fourth Fanfani cabinet .

In the fourth legislative period he was from May to December 1963 a member of the Committee on Foreign Affairs and Emigration and from July to December 1963 secretary of this committee.

During the fifth legislative period, Lupis was again a member of the Committee on Foreign Affairs and Emigration from July 1968 to September 1969. On December 12, 1968, he took over his first ministerial office in the first cabinet of Prime Minister Mariano Rumor and served as Minister for the Merchant Navy (Ministro della Marina Mercantile) until August 5, 1969 . He was then a member of the Committee on Transport, Civil Aviation, Merchant Navy, Post and Telecommunications between September 1969 and May 1972. In the third Rumor cabinet he held the office of Minister for Tourism and Events (Ministro del Turismo e Spettacolo) from March 27 to August 6, 1970 . He was then between August 6, 1970 and February 17, 1972 Minister without portfolio for special political tasks and coordination with special responsibility for the presidency of the UN delegation (Ministro senza Portafoglio con delega a Capo della delegazione all'ONU) in the cabinet Colombo .

In the sixth legislative period, Lupis was again a member of the Defense Committee from May 1972 to July 1976. In the second Andreotti cabinet , he served again as Minister for the Merchant Navy between June 26, 1972 and July 7, 1973. In the fourth Rumor cabinet that followed, he held from July 7, 1973 to March 14, 1974 again as Minister without portfolio for special political tasks and coordination with special responsibility for the presidency of the UN delegation. Subsequently, he was in the fifth cabinet Rumor Minister without portfolio with responsibility for cultural heritage and the environment (Ministro senza Portafoglio con delega per i Beni culturali e l'Ambiente) . Most recently, in the seventh legislative period between July 1976 and June 1979, he was again a member of the Committee on Transport, Civil Aviation, Merchant Navy, Post and Telecommunications.
