Hector Valer

Héctor Valer Pinto (born February 4, 1959 in Abancay , Apurímac Region , Peru ) is a Peruvian lawyer and politician . He has been a member of the Peruvian Congress since 2021 and Prime Minister of Peru in the government of President Pedro Castillo since February 1, 2022 .

Life

Héctor Valer was born on February 4, 1959 in Abancay , where he attended the primary school Colegio N° 665 – Cachora and the secondary school Gran Unidad Escolar Miguel Grau . In Lima he studied law and political science at the Universidad Inca Garcilaso de la Vega from 1982 to 1992 and at the Universidad Libre in Colombia from 1995 to 1998 . This was followed by a master’s degree in rural development from the Pontificia Universidad Javeriana in Colombia and criminal law from the Universidad Nacional Mayor de San Marcosin Lima. In 2012 he became Managing Director of the law firm Centro Jurídico Valer Abogados SAC

Valer has appeared in several political parties. According to his own statements, he was undersecretary for organization at APRA from 1990 to 1992 and then national secretary for agricultural and rural workers' organizations. Other sources only mention him as a member of this party from 2008. In 2010 he left APRA. Valer then became active in the Lima region -oriented Broad Front for Development (Frente Amplio de Desarrollo, FAD), of which he was the founder and political leader in 2014.

In the 2014 Lima regional elections, Valer ran as a candidate for the Unión por el Perú , but was not elected. His candidacy there in 2018, this time for Perú Nación, was also unsuccessful.

In the 2021 Peru elections , however, Valer ran as a candidate for the Peruvian Congress from the right-wing party Renovación Popular (RN), for which Rafael López Aliaga was the presidential candidate, and was elected a deputy. He left the RN parliamentary group in July 2021 because the party did not want to recognize Pedro Castillo 's election victory . He initially joined the parliamentary group of Somos Perú – Partido Morado, forming in January 2022 with renegades from Castillo 's Perú Libre party (Hamlet Echeverría, Luis Kamiche, Guillermo Bermejo and Betssy Chavez) and a defector from Acción Popular (Carlos Zeballos) . “Democratic Peru” faction (Perú Democrático).

Valer has classified himself as a social liberal and defended the use of Quechua after Guido Bellido used it in parliament in 2021 and the political right attacked him for it.

He announced that he would work on the drafting of a new constitution for the newly founded parliamentary group, which would replace the old one from the time of Alberto Fujimori , as stated in the election program of Perú Libre and also of Juntos por el Perú .

After Mirtha Vásquez resigned as head of cabinet, President Castillo appointed Héctor Valer as her successor, who took the oath of office on February 1, 2022 as Peru's new prime minister. Just three days after Valer took office, the president announced the formation of a new cabinet with a different prime minister, because allegations of domestic violence were made against Valer . Castillo referred to the rejection of Valer by Parliament.
