Hans-Heinrich Sander (born April 18, 1945 in Golmbach , Holzminden district ; † April 22, 2017 ) was a German politician ( FDP ). Since 2003 he has been a member of the Lower Saxony state parliament . From 2003 to 2008 he was Lower Saxony's Environment Minister , from 2008 to 2012 Lower Saxony's Minister for Environment and Climate Protection.

Life path

Hans-Heinrich Sander was born as the son of the farmer and politician Heinrich Sander . In his youth he was a student at the Bad Sachsa boarding school . He graduated as a certified farmer. After an accident at work in which he lost his left forearm, he caught up with the Abitur and completed a teaching degree at the Göttingen University of Education. During his studies he joined the Verdensia Landsmannschaft in the CC . After graduating, he became a teacher in 1973 and rector of the primary and secondary school in Bevern until February 2002 .

Sander was married, had two children and ran a fruit business in Golmbach as a sideline.

Sander died on April 22, 2017 at the age of 72.

Political party

Sander joined the FDP in 1968. He was deputy state chairman of the FDP Lower Saxony and district chairman of the FDP Holzminden. From December 2001 to 2003 he was mayor of the municipality of Bevern . Hans-Heinrich Sander was surprisingly elected with the support of the CDU parliamentary group, although he formed a coalition with the SPD in the district assembly. As deputy district administrator in the district council of Holzminden, he sat down u. a. in 2000 for a planned gypsum mining area near Lüthorst by the company Knauf Gipswerke and in 2002 for a hunting tax cut in the district.

From 1973 to 2006, Sander was a member of the district council of the Holzminden district and from 2003 to 2013 a member of the Lower Saxony state parliament .

Nuclear energy

In 2003 Sander visited the Konrad shaft . An employee handed him a T-shirt with the inscription “Very healthy”, which Sander held up to the cameras. This was perceived by the anti-nuclear movement as an extraordinary provocation.

In December 2009, Sander called for a worldwide expansion of nuclear energy “for reasons of climate protection ”. On the occasion of the debate about extending the service life of German nuclear power plants in autumn 2010, he reaffirmed this position.

On October 20, 2011, Sander spoke out in favor of a suitability test for the Philippsburg nuclear power plant as a nuclear interim storage facility. Even Greenpeace and the Parliamentary Group of the Greens are committed to an interim storage facility in Phillipsburg, instead of further deliveries of the French La Hague site to Gorleben.

Violation of the fauna-flora-habitat directive of the EU

In November 2006, Sander himself sawed trees in the core zone of the "Lower Saxony Elbe Valley" biosphere reserve , which, in his opinion, hinder the drainage of water and thus disrupt flood protection . After a complaint from Deutsche Umwelthilfe , the EU Commission requested detailed information about the deforestation in the area there. A subsequent infringement procedure sought by the EU (violation of the Fauna-Flora-Habitat Directive) ended with a settlement. Because the logging operations are to be continued in the coming months, the DUH informed the EU Commission with its complaint in order to prevent further irreversible interventions. The DUH also intervened with Sanders employer, the Prime Minister of Lower Saxony, at that time Christian Wulff , but there was no reaction. The then Federal Environment Minister Sigmar Gabriel ( SPD ) rated Sander's approach as hasty “ actionism ” and emphasized that an impact assessment had priority.

Water protection

In spring 2007, Sander campaigned for the fertilizer manufacturer K + S AG to reduce the amount of salt discharged into the Werra . K + S is planning to build a salt water pipeline that will transport salty dump water over 63 km from Neuhof to Hattorf and discharge it there into the Werra.

Withdrawal request

In December 2009 the Lower Saxony SPD called for Sanders to resign. She accused him of deliberate file manipulation.

Environmental zone Hanover

In January 2010, Sander tried to force the city of Hanover through a decree to suspend the implementation of the third stage of the environmental zone in Hanover, since since the beginning of 2010 only cars with a green environmental sticker have been allowed to drive into the city center of Hanover. However, the administrative court in Hanover forbade the state capital from complying with this instruction, since the Sander court tried to prevent the third stage from coming into force in an illegal manner.

Hunting in the Harz National Park

When he left his post as Environment Minister , Sander wanted to organize a farewell hunt for himself and his companions. The community hunt in the Harz National Park should have taken place on November 7, 2011 . The farewell campaign was massively criticized by environmental groups and the opposition and finally canceled. A spokesman for the national park informed the NDR that there were safety concerns. Before the hunt, stickers with the photo of the environment minister were found. They carried the inscription: "Well, have fun hunting, Mr. Sander!"

Those responsible for the Saxony-Anhalt part of the Harz National Park also rejected the hunt plans. This led to tensions between the national park partners Saxony-Anhalt and Lower Saxony. The Magdeburg Environment Minister Hermann Onko Aeikens had ordered his employees not to take part in the hunt and its preparations.
