Hans-Ludwig Kröber (born January 10, 1951 in Bielefeld-Gadderbaum ) is a German psychiatrist and forensic psychiatrist .

Life

Kröber grew up in Bielefeld-Bethel , where his father was chief physician at the von Bodelschwingh institutions . His mother also worked there as a neurologist. He graduated from high school in Bielefeld and studied medicine in Münster . During his studies he was active in the Communist Federation of West Germany (KBW member since 1974), for which he ran in the 1976 federal election in the constituency of Münster and on the state list of North Rhine-Westphalia . The further training to become a specialist in psychiatry took place again in Bethel.

In 1984 Kröber went to the Psychiatric University Clinic Heidelberg , where he was able to do his habilitation with Werner Janzarik . In 1994 he was offered a position at the Hamburg University Psychiatric Clinic . Since 1996 Kröber has been a university professor for forensic psychiatry and director of the Institute for Forensic Psychiatry at the Free University of Berlin , which later became part of the Charité - Universitätsmedizin Berlin . In 2016, Körber retired . Norbert Konrad took over the acting management of the institute .

Hans-Ludwig Kröber is co-editor of the Manual of Forensic Psychiatry and the scientific journal Forensische Psychiatrie , Psychologie, Kriminologie . Subject areas of his publications are recidivism of violent criminals and crime prognoses .

Kröber is married and has three grown children.

Assessment

In the Peggy Knobloch case

In several spectacular legal cases, Kröber has participated in the assessment of offenders. In the Peggy Knobloch case , he came to the conclusion in an expert opinion that the revoked confession of the defendant Ulvi Kulaç was credible; Kulaç was sentenced to life imprisonment in 2004 but was acquitted after the trial was retried in April 2014 . Christoph Lemmer, co-author of the book The Peggy case, is of the opinion that Kröber was incompletely and incorrectly informed by the police. In contrast to what Kröber said, there was definitely a hypothesis of the course of events on the basis of which the police could suggest a confession.

Mario Mederake

In 2006 he classified Mario Mederake in the process of kidnapping and raping 13-year-old Stephanie from Dresden as permanently dangerous. The defendant was sentenced to 15 years in prison with subsequent preventive detention.

Christian Sure

On behalf of the Ministry of Justice of Baden-Württemberg , Kröber was supposed to examine the ex- terrorist Christian Klar in 2007 . On the basis of this report , among other things, it should be decided whether Klar can be released early from prison. However, Klar refused this psychiatric assessment.

Reliability of the joint plaintiff in the Jörg Kachelmann case

In the Kachelmann trial , Kröber was commissioned by the court to provide an expert opinion on the co-plaintiff's ability to provide information . In this role he attacked the thesis that memory loss is a typical consequence of trauma suffered . According to statements made in interviews in 2012, he considered the statements of the co-plaintiff to be implausible.

Gustl Mollath

In the Gustl Mollath case , in April 2008 Kröber was commissioned with a forensic assessment by the competent criminal enforcement chamber of the Regional Court of Regensburg after Hans Simmerl, senior physician at the Mainkofen district hospital , had come to the conclusion in an opinion on the need for care that Mollath had a delusional disorder " almost impossible ”. Mollath had agreed to the examination by Kröber, but made it a condition of being able to inspect his medical records beforehand and to be informed in good time of the time of the assessment (as described by Kröber as a minimum standard in his essay Course and Aspects of Criminal Predictive Psychiatric Assessment ) . When Kröber appeared unannounced on June 4, 2008 at the forensic clinic of the Straubing District Hospital, where Mollath was staying, Mollath refused to allow an examination. The following day, too, no conversation took place after Mollath insisted on viewing the clinic's internal documentation. Kröber then prepared an expert opinion without a personal examination of the test person on the basis of the files: It could be "clearly established" that the materials collected, in particular by the first assessor Klaus Leipziger, "are completely sufficient to justify the diagnosis of a 'delusional disorder'". Kröber defended his assessment in an interview with Telepolis in July 2013. On August 6, 2013, the Nuremberg Higher Regional Court ordered Mollath's immediate release; In September 2013, the Federal Constitutional Court found that the rulings that led to Mollath's further detention had violated his fundamental rights . In November 2013, Mollath's lawyer Gerhard Strate accused Kröber of “falsifying the truth” and “losing reality” in connection with his statements on the Mollath case. In his 2014 book “The Mollath Case - The Failure of Justice and Psychiatry”, the Hamburg criminal defense attorney deals with Hans-Ludwig Kröber's report. Under the heading "The all-purpose weapon from the capital" he writes:

“Basically, it is noticeable that the work results of Hans-Ludwig Kröber do not only correspond to the presumed wishes of his clients in this case. The willingness of forensic psychiatry to adapt to the prevailing political opinion, criticized by Wilfried Rasch , is also evident on a small scale, namely in the psychiatrist's sure sense of the expectations of the client. "

Adviser to the Vatican

Kröber also acted as an advisor to the Vatican on pedophilia . In this context, he also commented on a possible causality of sexual abuse of children by Catholic priests and celibacy and clearly denied this.
