Hans-Peter Ullmann (born October 12, 1949 in Berlin ) is a German historian .

Hans-Peter Ullmann studied Medieval and Modern History, Anglo-American History, Romance Studies, Economics and Sociology in Cologne and Freiburg . In 1975 he received his doctorate in Cologne with Theodor Schieder with a thesis on the organization, influence and politics of small and medium-sized industrialists in the German Empire from 1895 to 1914. Ullmann was a research assistant from 1975 to 1980 and since 1980 a university assistant at the University of Giessen . In 1984 he completed his habilitation in Gießen with a thesis on the origin of modern public debt in Bavaria and Baden from 1780 to 1820.

Ullmann taught as a professor in Gießen from 1986 to 1988, from 1988 to 1990 at the Free University of Berlin and from 1990 to 1999 at the University of Tübingen . In 1999 he moved to the University of Cologne and took over the chair for modern history, which he held until his retirement in 2015.

Ullmann's main research areas are the reform period at the beginning of the 19th century and the period of the German Empire . Special interests lie in the area of ​​interest groups and the history of public finances in the 19th and 20th centuries. He was awarded the University Prize of the Justus Liebig University Giessen in 1986 and the University Prize of Cologne University in 2013.
