Hans Lily

Hans Lilie (born August 18, 1949 in Duderstadt ) is a German legal scholar . Until his retirement in 2014, he was Professor of Criminal Law , Criminal Procedure Law , Comparative Law and Medical Law at the University of Halle-Wittenberg . He is the director of the interdisciplinary scientific center for medical ethics law at the University of Halle-Wittenberg and head of the transplant medicine trust center at the German Medical Association , the National Association of Statutory Health Insurance Funds and the German Hospital Association. He has been the ombudsman of the Leipzig University Hospital since January 1, 2016 and compliance officer at KV Berlin since February 1, 2020.

Hans Lilie is of counsel at Kiesgen-Millgramm Rechtsanwälte in Leipzig with a focus on compliance in the health system.

Career

From 1971 to 1977 Hans Lilie studied law at the University of Göttingen and was a student assistant with Hans-Ludwig Schreiber . In 1977 he passed the first state examination in law . From 1977 to 1978 he was a research assistant at the chair of Hans-Ludwig Schreiber. This was followed by a scholarship at the Law School of the University of California from 1978 to 1979 . In 1980 he was with the work Medical documentation requirements and information rights of the patient - A doctor legal study on the German and American law at the University of Göttingen PhD .

After the Second State Examination in 1981, Hans Lilie was a university assistant to Hans-Ludwig Schreiber at the Research Center for Medical Law and Pharmaceutical Law at the Law Faculty of the University of Göttingen. There habilitated Hans Lilie in February 1990 with the work obiter dictum and divergence compensation in criminal proceedings . The Law Faculty of the University of Göttingen awarded him the Venia legendi for the subjects of criminal law, criminal procedure law and comparative law.

He then held a C4 professorship in the Law Faculty of the University of Hanover . At the same time, from 1991 onwards, Lilie held lectures at the University of Halle-Wittenberg. From the summer semester of 1991, he took over a C3 professorship at the Law Faculty of the University of Göttingen and at the same time received a teaching position at the University of Halle-Wittenberg. In the winter semester 1991/1992 he represented the founding professorship for criminal law at this university. In 1992 he was appointed founding professor for criminal law, criminal procedural law, comparative law and medical law at the law faculty of this university. From 1995 to 1996 Hans Lilie was dean of his faculty.

From September 1992 to December 2005, Hans Lilie was a judge at the Halle Regional Court in the second main office. During this time he was a member of the Grand Criminal Chamber as a jury.

In 2001, Hans Lilie founded the Interdisciplinary Center for Medicine, Ethics and Law at the Martin Luther University in Halle-Wittenberg, which he headed as managing director until his retirement. He is a member of the board of directors of the Interdisciplinary Center for Medicine, Ethics and Law.

Honors

Memberships

Hans Lilie was chairman of the board of directors of the Studentenwerk Halle since August 1992. At the Deutsches Studentenwerk he was on the board of directors for eight years, including six years as vice-president from 2006.

From September 1995 to March 2005, Hans Lilie was President and until October 2011 he was Vice President of the German-Korean Legal Society.

Since October 1998 he has been a member of the working group of so-called alternative professors (AE). In addition, since 2001 Hans Lilie has been a member of the Great Criminal Law Commission of the German Association of Judges for several years .

From February 2002 to November 2006, Hans Lilie was a member of the Permanent Organ Transplantation Commission of the German Medical Association and from December 2006 to December 2018 he was Chairman of the Permanent Organ Transplantation Commission of the German Medical Association.

From February 2002 to December 2004 he was a member of the German delegation of the Foreign Office in the Ad Hoc Committee of the United Nations “A Convention against Reproductive Cloning”.

From November 2012 to February 2020, Hans Lilie was Deputy Chairman of the Board of Trustees of the German Organ Transplantation Foundation and a member of the Transplantation and Organ Donation Committee of the Medical Association of the State of Saxony-Anhalt.
