The main administrative officer (HVB) is the head of the administration of a municipality , a district or an independent city in Germany . In disaster control , he is regularly of particular importance in the management of operations , and he is supported by a staff.

The main administrative officer is called district administrator or senior district director in the districts and mayor , lord mayor , district director , city or upper town director in the municipalities and urban districts . As a rule, he conducts the official business of day-to-day administration . The regulations of the municipal and district regulations of the federal states are very different.

In recent years there has been a trend away from the separate city tip (mayor for political responsibility / municipality director for administrative management) towards the personal union of the southern German mayor's constitution , e.g. B. since 1999 in Lower Saxony and North Rhine-Westphalia .
