Hermann Schmitt-Vockenhausen (born January 31, 1923 in Vockenhausen , † August 2, 1979 in Koblenz ) was a German SPD politician .

Life and work

Schmitt-Vockenhausen was born as Hermann Schmitt in 1923 in Vockenhausen (southern Hesse, now part of Eppstein ). From 1941 to 1945 he was in the Wehrmacht. From October 1945 to 1948 he was a consultant for general administration and budget issues in the Hessian Ministry of the Interior. From 1947 to 1950 he studied law. From January to June 1949 he was a full-time teacher and head of the Wiesbaden administrative seminar in the Hessian Administrative School Association. From 1950 he headed the publishing house Dr. Max Gehlen (Bad Homburg, Berlin, Zurich) and was the owner of the Norddeutsche Verlagsanstalt O. Goedel (Hanover) and the Verlag für Bürotechnik (Frankfurt / M.). Since his place of residence was added to distinguish him from the various other Schmitts and Schmidts in the German Bundestag, he was soon only called Schmitt-Vockenhausen outside of parliament, so that he officially adopted this name in 1960.

Schmitt-Vockenhausen studied law and received a doctorate in administrative law.

Hermann Schmitt-Vockenhausen had been married to Ruth, née Schulz (1921–2013), since 1951. The couple had a daughter, Monika (* 1955), who also started a career as an administrative lawyer. His wife founded the Dr. Hermann Schmitt Vockenhausen Foundation; since her death in 2013 it has been managed by her daughter Monika Schmitt-Vockenhausen.

Schmitt Vockenhausen was since 1946 member of the SPD. Within the SPD, he was one of the advocates of majority voting .

MP

Schmitt-Vockenhausen was a member of the German Bundestag from 1953 until his death. He represented the constituency of Groß-Gerau in parliament. In 1953 he was the second youngest member of the Bundestag after his group colleague Karl Wienand . On January 25, 1961, he became chairman of the Bundestag's internal affairs committee and remained so until 1969. At the same time, he was chairman of the working group for internal policy of the SPD parliamentary group, then until 1972 of the working group "Interior, Education and Sport". From 1969 he was Vice President of the Bundestag . From November 7, 1963 to April 21, 1964 he was chairman of the “Parliamentary Committee of Inquiry to review the procedures for monitoring mail, telephone or telex (so-called telephone wiretapping ) initiated by the Federal Office for the Protection of the Constitution through allied agencies . From 1969 to 1972 he was chairman of the Diet Commission of Parliament, then until his death in 1979 chairman of the sub-commission for the legal status of MPs. From December 10, 1975 to 1976 Schmitt-Vockenhausen was deputy chairman of the “Special Committee for the Preparation and Development of a Law to Implement Article 48 of the Basic Law”.

Honorary positions

Schmitt-Vockenhausen was a member of the Central Committee of German Catholics and President of the German Association of Towns and Municipalities .
