The International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA) is the global umbrella organization of lesbian , gay , bisexual , trans and intersex organizations ( LGBTI ).

goals and tasks

The organization, founded in 1978, sees itself as the only international, non - profit, non - governmental organization committed to the equality of lesbians, gays, bisexuals, trans and intersex people and to liberation from the human rights violations and discrimination committed against these people . However, the status as a non-governmental organization appears doubtful, as z. B. ILGA-Europe, the European regional association of the organization, is financed to over 70% from public budgets (namely by the European Commission and the Dutch government).

The association takes over the coordination of z. B. international campaigns, acts as the umbrella organization of their member organizations and mediates between them. It also represents them and their members, etc. a. before international organizations and governments.

ILGA works closely with allies such as international human rights and trade union organizations.

With the help of the UK- based Sigrid Rausing Foundation ( Tetra-Pak heir and patroness), further activities have been financed since 2003, including projects outside the EU in Eastern Europe and transgender projects.

At the 24th ILGA World Conference, which took place in Vienna in 2008, the name of the organization was expanded to include Bisexual, Trans and Intersex .

structure

Full members of ILGA are local and national LGBTI non-profit organizations. LGBTI groups that are part of a non-LGBTI organization also receive this status. Natural persons are listed as individual members. Other organizations, including entire cities, are associate members.

In 2007 ILGA had more than 560 member organizations from 90 different countries on every continent. In Europe there are over 200 organizations.

The highest decision-making body is the world conference , which takes place at least every two years. Here, among other things, decisions are made about new members and the general secretariat is elected.

The "ILGA Executive Board" consists of the general secretariat and the regional secretariats, each with a woman and a man, as well as a representative of the women’s secretariat and one person from the trans-secretariat.

The general secretary of ILGA has been Gloria Careaga Pérez (Mexico) since 2008 . The General Secretary has been Azusa Yamashita (Japan) since August 2013 .

Since December 1996 there have been regional sections , most of which are based on the continents and other international associations.

The regional representatives are elected either during a regional conference or at the world conference.

  • Pan Africa ILGA: Monica Tabengwa (Botswana) and Yahia Zaidi (Algeria)
  • ILGA-Oceania: Corey Irlam (Australia) and Ymania Brown-Gabriel (Samoa)
  • ILGA-Asia: Kaona Saowakun "Toh" (Thailand) and Dan-Dan "Dana" Zhang (China)
  • ILGA-Europe: Maria Sjödin (Sweden) and Martin KI Christensen (Denmark)
  • ILGA-LAC (Latin America and the Caribbean) : Josefina Valencia Toledano (Mexico) and Beto de Jesus (Brazil)
  • ILGA-North America: Haven Herrin (USA) and Stephen Seaborn (Canada)

The greatest innovation at the 2006 World Conference in Geneva was the establishment of the trans-secretariat , which is represented by Belissa Andía Pérez and which was also largely enforced by her.

Since 2009 there has been a permanent Executive Director in order to better coordinate the activities of the member organizations. Renato Sabbadini has held this position since 2013.

ILGA-Europe

With the support of the EU , ILGA-Europe has an office in Brussels , where the world office is currently based. The European Section here is accredited by the European Commission .

Member organizations in German-speaking countries include the Lesbian and Gay Association in Germany (LSVD eV) , several homosexual initiatives (HOSI) in Austria and BiNe - Bisexual Network eV as well as Pink Cross in Switzerland and Rosa Lëtzebuerg in Luxembourg.

Dispute over UN consultant status

In January 2006, the United Nations Economic and Social Committee ( ECOSOC ) rejected ILGA's application to be recognized as a non-governmental organization with advisory status by ten votes to five . Unusual constellations emerged during the vote: states in which homosexuality is prohibited ( Zimbabwe , Sudan , Iran ), as well as the USA and Cuba , voted against the motion . Representatives of Germany and Denmark clearly criticized the decision.

On December 11, 2006, the UN Economic and Social Committee (ECOSOC) accepted the accreditation of ILGA-Europe as a non-governmental organization with official advisory status with 24 votes to 16 with 10 abstentions.
