Jochen Stay (* 1965 in Mannheim ; † January 15, 2022 in Suerhop ) was a German environmental activist , peace activist and publicist . Since 2008 he was spokesman for the anti-nuclear organization .broadcast .

Jochen Stay has been politically active outside of parliament since 1980, initially in the South Africa and Nicaragua Solidarity Campaign before joining the peace movement . From 1985 to 1988 he was involved in the non-violent blockades against the deployment of US Pershing 2 missiles in Mutlangen . During his studies of German and politics at the University of Mannheim (1988, dropped out in 1992), he was the coordinating editor of the non-violent anarchist monthly newspaper Grassroots Revolution for five years (1990 to 1995). Through resistance to the planned Wackersdorf reprocessing plant , he came to the anti-nuclear movement in Germany .

Castor protests in Wendland

Since 1992 Stay was mainly active in the Wendland resistance against the Castor transports to Gorleben. From 1996 to 2008 he was spokesman for the X-tausendmal quer initiative , one of the largest groups within the German anti-nuclear movement at the time. As a symbol in the dispute over nuclear waste and nuclear power, the initiative propagates “civil disobedience” as a form of action against state nuclear policy. The mobilization and blockade concept developed by Stay led to the largest and longest-lasting sit-in campaigns in the history of the anti-nuclear movement; the Castor transports were sometimes held up for several hours by the protest actions; at the same time, they received increased media attention.

From 1995 to 2011, Stay was one of the main coordinators of the resistance for all 13 Castor transports to Gorleben. From 2000 to 2001 and from 2003 to 2004 he was a board member of the Lüchow-Dannenberg citizens' initiative for environmental protection , and from 2001 to 2002 he was a public relations officer at the environmental protection organization Robin Wood . In 2006, he initiated the "Do it yourself nuclear phase-out" campaign, with which all major environmental organizations called for people to switch electricity providers. From 2002 to 2010 Stay was supported by the Bewegungsstiftung as a movement worker. From 2005 to 2010 he was a consultant for the funded projects of the Bewegungsstiftung. Stay was on the Board of Trustees from 2002 to 2005 and 2013 to 2016 as a representative of the funded projects. In 2010 he received the "Utopia Award" in the category "Role Models". In 2015, Stay received the “Electricity Rebel of the Year” award from the Schönau Electricity Works . On September 15, 2017, Jochen Stay received the Nuclear-Free Future Award in Basel in the category "Special Recognition".

Stay wrote articles on the subject of nuclear power and nuclear waste, including for the taz , jungle world , newspapers for German and international politics , and numerous movement publications; he has also published guest articles in the Süddeutsche Zeitung , the Welt , the Frankfurter Rundschau and the Tagesspiegel . Stay was a guest on the TV talk shows Maybrit Illner , Roche & Böhmermann and Leo Busch .

In 1994 he founded the publishing house "Tolstefanz - Wendländisches Verlagsprojekt" and in the following years published three illustrated books and many other publications about the Castor resistance and the anti-nuclear movement.

Arrested in 2001

The three-day police custody of Jochen Stay in the run-up to the Castor transport to Gorleben in 2001 caused a stir . According to the police, this measure was intended to prevent "the impending commission or continuation of a criminal offence". According to the explanation, Stay, as the "main initiator" of the X-thousand-times-query campaign, "called for a breach of the peace (Section 125 of the Criminal Code)" and "called for criminal offenses several times". The point of contention was his speech at a demonstration prior to the Castor transport in Lüneburg on March 24 to participate in sit-ins. The Higher Regional Court of Celle retrospectively declared the detention illegal. This was justified, among other things, by the fact that the "content of Stay's speech (...) was only reproduced in part and out of context" and that, after closer examination, the "reproduced quote from the speech does not meet the facts of the call for a breach of the peace ".
