Monroe's cabinet
James Monroe was elected as the last President of the United States to date with no actual opponent. Since his victory was in fact certain before the election in 1820 , there was no election campaign. In the Electoral College , Monroe did not receive all of the votes: William Plumer elected John Quincy Adams , who was foreign minister at the time and who was to succeed Monroe in office in 1824 . Four years earlier , Monroe, previously Secretary of State in Madison's cabinet , had defeated the federalist Rufus King .
Treasury Secretary William Harris Crawford , Navy Secretary Benjamin Williams Crowninshield, and Postal Secretary Return Jonathan Meigs , who had served with Monroe under President Madison , remained in the Cabinet ; only Crawford retained his post until the end of Monroe's presidency.
War Minister John C. Calhoun took office not in March 1817, but in October of the same year . Until then, George Graham acted in his place, who had already done this under President Madison since October 1816, when William Harris Crawford moved to the Treasury.
