The Bielefelder Bürgerfernsehen is a local, non-commercial television broadcaster whose contributions and programs are distributed via the state-wide TV learning channel NRWision and various other distribution channels . In the sponsorship of the Offenen TV-Kanal Bielefeld eV , Kanal 21 had a broadcasting license from the State Agency for Media North Rhine-Westphalia (LfM) until December 31, 2009 . The open channel (OK) could be received in the city of Bielefeld's analog cable network for around 90,000 households on special channel 21.

organization

The association was founded on October 29, 1998. The aim was to create a perceptible broadcasting platform for the media educational projects in the area of Filmhaus Bielefeld eV and Bielefelder Jugendring eV, both of which cooperate intensively with Bielefeld University . On June 29, 2010, Kanal 21 non-profit GmbH was founded as an 80 percent subsidiary of the association, whose other shareholders are Aaron Scheer and Dirk Rehlmeyer as managing director.

From June 2002, the licensed test broadcasting operation was initially carried out for more than three years in a residential complex of the Bielefelder Gemeinnützige Wohnungsgesellschaft (BGW) in Bielefeld's Brodhagen district. By the time it began broadcasting across the city on November 17, 2005, 264 households had been reached.

The association has been promoting non-commercial TV and multimedia productions since it was founded . The focus is on productions with non-profit organizations from all over East Westphalia-Lippe . The organization of product-oriented media educational projects, e.g. B. for schools, youth centers and the East Westphalian universities. as well as advising and supporting editorial groups and individuals are additional services.

A wide variety of moving image productions and their distribution as a service provider for a wide variety of clients - especially from the non-profit sector - are realized via Kanal 21 gGmbH.

The sponsoring association of Kanal 21 is a member of the Federal Association of Citizens' Media (BVBM) and of the State Working Group for Citizens and Training Media NRW (LABAM), which is based in Kanal 21.

After the other open TV channels in North Rhine-Westphalia had already ceased broadcasting at the end of 2008, the Kanal 21 broadcast license also expired on December 31, 2009, as the legal form of open channels was no longer provided for in the NRW State Media Act from this point on. Since then, Kanal 21 has been broadcasting its programs in the linear TV program and via the on-demand media library of the state-wide TV learning channel NRWision , which is coordinated by the Faculty of Journalism at the Technical University of Dortmund.

The broadcasts of Bielefeld Citizens' Television can be seen in NRWision's TV broadcasting service, which can be received nationwide for 4 million cable households, every day at different times. In bundled form every Tuesday from 6 p.m. on the slot "Ostwestfalen from 6". Special thematic formats are also prominently placed in the NRWision program. The weekly Kanal 21 television concert has a permanent place in the thematic program block "Music" (every Friday from 9:00 pm).

After the association had already streamed live on the Internet for the first time at EXPO 2000, in recent years Kanal 21 has regularly used the option of broadcasting programs live via various Internet distribution platforms. One example of this is the presentation of the Big Brother Awards, for the technical distribution of which Kanal 21 gGmbH has been responsible for a number of years on behalf of the organizer Digital Courage eV.

Regular productions

In addition to individuals, Kanal 21 particularly encourages work in editorial groups that regularly produce programs. A selection:

  • "Begin Your Integration": magazine by refugees and non-refugees with service articles on topics of everyday life in Germany
  • TV concert - Regular live concert recording by national and international artists in the in-house studio in front of an audience
  • A "backstage" interview will also be conducted with the bands that play a television concert
  • Question of the week - every week, people from Bielefeld give their opinion on a current topic
  • In profile - interview series with people from Bielefeld and the surrounding area
  • In the magazine “Young Refugees TV” young refugees talk about themselves, their interests and their problems.

(Education

Kanal 21 trains the media designer for image and sound . In addition, Bielefeld citizens have the opportunity to continue their education in seminars that cover the areas of journalism , television technology and media .

A large part of these courses are planned for six months in advance and offered in cooperation with the Bildungswerk Medien und Kommunikation Minden-Lübbecke and the VHS Bielefeld. Another part of the qualifications reacts to needs that arise at short notice.
