Like many Berlin KPD functionaries of the time, Behrendt was one of the critics of the central leadership of the party around Ernst Thälmann and signed the letter of the 700 in autumn 1926 .

From 1929 to 1933 Behrendt belonged to the KPD faction of the Berlin city council . Behrendt also supported the KPD in illegality and was involved in the KPD's illegal courier service in Berlin from May 1934 until he was arrested again on March 5, 1935. On April 29, 1936, Behrendt was sentenced to eight years in prison by the People's Court, among other things for high treason . Until his death he was interned in Luckau prison , the Börgermoor and Esterwegen concentration camps , the Brandenburg-Görden prison and then again in Luckau.
