The Lower Saxony State Command ( LKdo NI ) has been the highest territorial command authority of the Bundeswehr in this state since it was commissioned on June 29, 2007 . It has been subordinate to the Territorial Tasks Command (Berlin) since February 1, 2013 and is the primary contact for the state government of Lower Saxony within the framework of civil-military cooperation in all questions of support services by the Bundeswehr in the event of natural disasters , particularly serious accidents, in the context of administrative assistance and urgent ones Emergency assistance . Until then, it was subordinate to Defense Division I “Coast” . The technical training of the personnel is largely carried out by the Multinational Civil-Military Cooperation Command (MN CIMIC Cmd), which also assigns personnel.

assignment

The command based in the Kurt-Schumacher-Kaserne in Hanover has the following assignments:

The state command leads the six inactive district (BVK) and 50 district liaison commands (KVK). This structure is adapted to the administrative structure of Lower Saxony with 38 rural districts (including the Hanover region) and 8 independent cities as well as six police headquarters. To optimize the territorial network, selected cities are covered by two liaison commands. This means that every civilian disaster control team in Lower Saxony has a contact from the Bundeswehr to the side. In the 56 inactive liaison commandos in Lower Saxony, over 500 local reservist service providers (RDL) of the Bundeswehr are currently on duty. The individual liaison commands have a nominal strength of twelve reservists each. Above all, they have military qualifications that are of particular importance in crisis and disaster situations: ABC, pioneering, logistics and medical services. The work of the 58 liaison commands is supported by four active regional planning and support teams in Diepholz , Holzminden , Oldenburg and Lüneburg . In order to be able to cover the entire federal state, an additional fifth team was formed for the Hanover / Braunschweig area, using a work structure. With this new structure, the prerequisites for fast and effective support of the Bundeswehr, in the event of natural disasters and particularly serious accidents, are ensured throughout Lower Saxony. In addition, there are liaison commands (VKdo) with the Dutch Armed Forces (VKdo NDL Nord) and the Lower Saxony Ministry of the Interior (VKdo IM).

  • It summarizes support requirements, evaluates them and submits them to the Bundeswehr Territorial Tasks Command.
  • Subordinate to him are the three companies “Coast” ( Wittmund ), supported by both the Tactical Air Force Wing 71 “Richthofen” and the Air Force object protection regiment , “Nordheide” ( Lüneburg ), supported by the reconnaissance training battalion 3 “Lüneburg” in the Theodor-Körner-Kaserne and "Solling" ( Holzminden ), supported by the Panzer Pioneer Battalion 1 of the regional security and support forces of the country.
  • It prepares the admission and deployment of the armed forces in coordination with the responsible civilian disaster control team and coordinates their deployment according to the specifications and priorities of the civilian side and thus has a military picture of the deployed and still available armed forces.
  • Coordination of host nation support, in accordance with the NATO troop statute in the state.
  • It is responsible for voluntary reservist work and the training of reservists.
  • Coordination of the press / public relations work of the Bundeswehr of the individual armed forces (TSK) and organizational areas, as well as the defense administrations and the armaments area in the state.
  • Advising the exercising troops on country-specific environmental protection issues.
  • Troop service management of subordinate small offices. In addition to providing assistance in the event of accidents and disasters, the state command is the point of contact for the state government in all matters relating to the Federal Armed Forces affecting the state of Lower Saxony and regularly sends soldiers for missions abroad . At two locations in Lower Saxony, in Lüneburg and Hanover , family members are also looked after by soldiers who are deployed abroad. As part of the traffic safety obligation, the state command for the dismantling of structurally prepared barriers located on the territory has three squads of Wallmeisters (in Kropp , Eutin , and Nienburg an der Weser ). For tasks in the voluntary reservist service work, the state command can fall back on two staff officers for reservist service matters as well as 20 nationally deployed sergeants (FwRes). These support the ZMZ in a secondary function in the area. The family care centers (FBZ) in Hanover and Lüneburg as well as the civil professional training and further education (ZAW) care center in Hanover, as well as the sports teachers of the Bundeswehr , are directly subordinate to the state command .
  • Professional management of the site elders .
  • Provision of a liaison command (VbdgKdo) at Hanover Airport for the handling of military personnel there.

coat of arms

The internal association badge of the state command shows the close ties between the command and the state. The colors black-red-gold with the federal eagle for the tasks as territorial command authority, the iron cross indicates the armed forces. The jumping white steed can be found on a red background as a symbol of Lower Saxony.
