The state elections in Brandenburg in 2004 determined the composition of the 4th parliamentary term of the Brandenburg state parliament on the basis of the results from the 44 constituencies . They took place on September 19, 2004. Despite heavy losses for the governing parties SPD and CDU , the existing coalition under Matthias Platzeck could be continued.

initial situation

Top candidates and election statements

For the SPD, the incumbent Prime Minister Matthias Platzeck ran as the top candidate. The CDU's top candidate was Interior Minister Jörg Schönbohm . For the largest opposition party, the PDS , Dagmar Enkelmann ran as the top candidate.

Election campaign

PDS and DVU concentrated their election campaign on the criticism of the reform policy of the red-green federal government and Hartz IV .

Result

On September 19, 2004, the fourth election to the Brandenburg State Parliament took place. The governing parties of the grand coalition , the SPD (-7.42 percentage points) and the CDU (-7.12 percentage points) were the losers in the election. PDS (+ 4.62 percentage points) and DVU (+ 0.80 percentage points) increased and were represented in the state parliament. The Greens (+ 1.66 percentage points) and the FDP (+ 1.47 percentage points) did not succeed in this despite having won votes. The DVU was thus able to move into the state parliament for the first time in two consecutive state elections.

Turnout: 56.4%

The coalition of the SPD and CDU was confirmed and Matthias Platzeck was able to form his second cabinet .

Election analysis

The choice was determined by state and federal political issues.

The state SPD and Matthias Platzeck received good marks from the citizens. Matthias Platzeck wanted a clear majority of the population as Prime Minister. The state SPD was also rated positive on a satisfaction scale from +5 to −5 with +0.6 (PDS: +0.1; CDU −0.4).

The high losses of the SPD were therefore primarily due to federal political influences. At −0.6, the federal party was rated significantly worse than the state SPD. One of the main reasons was the reform policy of the federal government Gerhard Schröder . During the election campaign, the PDS and DVU took a massive stand against these reforms. As a result, 39% of those questioned rated the PDS as a "social party" (SPD: 32%; 9%). 83% of DVU supporters thought the reforms were wrong. The election can therefore be understood as a protest vote against Hartz IV.

The CDU's losses were largely the result of poor assessments of the state government's policies. Only 35% assessed this as good, 42%, however, as bad.
