Steiner completed his first World Cup competition on January 4, 1980 in Innsbruck , where he was 77 at the end. In the second competition on the same hill in 1981, he came in 55th place only in the back jumpers and remained without points. Only in Bischofshofen was he able to win his first World Cup point in 15th place. In the following three World Cup competitions, there was a clear upward trend. He reached 12th place in Ironwood and 6th place in Thunder Bay and Cortina d'Ampezzo . It then took over three years until he was able to build on this success again. It was not until January 21, 1984 that he was able to jump back into the top places with 3rd place in Sapporo on the normal hill and was also on the podium for the first time. One day later he even won the jumping on the large hill. At the 1984 Winter Olympics , Steiner finished 41st when jumping from the large hill.
