The city was one of the first Dutch settlements in New Guinea in the 19th century . 1855 landed German missionaries Carl Wilhelm Ottow and Johann Gottlob Geissler on the nearby island Mansinam and started from here, the Papua to proselytize. In 1898 a district administration was established. During World War II , the city was occupied by the Japanese in 1942 and recaptured by the Americans in 1944 . In 1964 Ludwig Mandacan (Lodewijk Mandatjan) and Fery Awom (Permenas Awom) founded the Papuan Liberation Movement OPM .
