The National Anti-Corruption Authority of Romania (DNA) is an independent Romanian authority established in September 2002 to fight corruption in Romania , which is considered a structural mass phenomenon. Until March 2006 it was called the National Anti-Corruption Prosecutor . The agency was headed by Laura Kövesi from May 2013 until she was released in July 2018 . The term of office of the head of the authority is three years and can be extended once. The authority's competencies have changed repeatedly over the years. The establishment of the anti-corruption authority, together with the establishment of the National Integrity Agency, was one of the Romanian reforms that were carried out with a view to Romania 's accession to the EU .

The General Prosecutor of the DNA reports to the Chief Prosecutor at the Supreme Court and Cassation Court ( Romanian Înalta Curte de Casație și Justiție ) of Romania. He is nominated by the Minister of Justice and appointed by the Romanian President.

The DNA has been working with the European Anti-Fraud Office (OLAF) since 2004 .

In 2009, there were about 74 prosecutors serving in the DNA, bringing 2,642 cases to court. 1,871 cases have been closed, with 552 suspects convicted in 168 cases.

On October 7, 2011, the anti-corruption agency opened an investigation against Iuliana Pusoiu, a judge at the Supreme Court. A second Supreme Court judge, Gabriela Barsan, is still under investigation. There are investigations into further judges.

On 9 November 2011, the mayor of was Cluj , Sorin Apostu , on suspicion of bribery detained.

Justice Minister Tudorel Toader tried several times to recall DNA chief Laura Codruța Kövesi and Attorney General Augustin Lazar, but failed due to nationwide protests. In addition to around 1,000 politicians and officials, the DNA had also brought domestic and foreign business people to court. Including the billionaire Beny Steinmetz and the political advisor Tal Silberstein for organized crime , money laundering and bribery . On April 3, 2016, David Geclowicz and Ron Wainer, two employees of the Israeli security company Black Cube, were arrested. They tried to intimidate and discredit Kövesi . In addition, they made numerous threatening phone calls and carried out cyberattacks against them and their relatives and friends. Geclowicz and Wainer were sentenced to prison terms.

On July 9, 2018, the head of the public prosecutor's (DNA) anti-corruption unit, Laura Kövesi, was dismissed after Justice Minister Tudorel Toader had requested her dismissal several months earlier. Toader accused her, among other things, of damaging Romania's image and violating the constitution through her criticism of the judicial reform. Kövesi's supporters assume, however, that Kövesi was fired because the authority carried out corruption investigations against members of the social ruling class under her. The EU very much appreciated the work of Kövesi. The driving force behind the dismissal was the head of the ruling PSD party, Liviu Dragnea , who is not allowed to become prime minister because he has a criminal record, and whose party has also enforced a relaxation of anti-corruption laws.
