The German Paritätische Wohlfahrtsverband - Gesamtverband e. V. ( Der Paritätische ) is a leading association of the independent welfare organization in Germany with its seat in Berlin .

history

The association was founded on April 7, 1924 under the name "Association of Free Private Non-Profit Welfare Institutions Germany e. V. ”in the Kaiserin-Auguste-Viktoria-Haus in Berlin-Charlottenburg . Anna von Gierke was one of the founding members . In 1925 the name was first changed to “Fünfter Wohlfahrtsverband”, then on November 10, 1932 the name was again changed to “Deutscher Paritätischer Wohlfahrtsverband”.

Name and job

In addition to lobbying for the sick and weak in society, the association sees itself as a service association. Its member organizations are advised on technical, legal and organizational issues and receive help with the financing of projects. There are also courses, courses and seminars for full-time and voluntary employees in the training and further education area.

It is the association's self-image that everyone deserves the same respect and should have the same opportunities - the idea of ​​equality of all ( Latin : paritas "equality, equal strength") gave the association its name. Many practitioners also informally refer to the association as “the parity”.

structure

The German Paritätische Wohlfahrtsverband is divided into fifteen regional associations, with a joint regional association (based in Saarbrücken ) for Rhineland-Palatinate and Saarland . The other regional associations usually have their seat in the respective state capital, exceptions are "Der Paritätische" Hessen (seat in Frankfurt am Main ), "Der Paritätische" North Rhine-Westphalia (seat in Wuppertal ) and "Der Paritätische" Thuringia (seat in Neudietendorf ).

Rolf Rosenbrock has been chairman of the association since April 26, 2012 , and Ulrich Schneider has been managing director since 1999 .

More than 10,000 clubs, organizations, institutions and initiatives are gathered under the umbrella of the general association, representing a diverse and diverse spectrum of social work. These include associations such as the Order of the Good Templars and anthroposophical communities, but also organizations such as the Association of Single Mothers and Fathers , the German Child Protection Association , women's shelters, migrant organizations, unemployment initiatives and many self-help groups from the health sector.

criticism

Rainer Hank wrote in the Frankfurter Allgemeine Zeitung that the German Paritätische Wohlfahrtsverband sees itself as a lobby organization for the Die Linke party . This understanding of roles had already emerged before General Manager Ulrich Schneider joined the party in 2016 - this is how he has consistently represented the party's line in his statements for a long time. Every year his poverty report claims that poverty in Germany is increasing, which contradicts the statistical facts. They hide behind the positive-sounding label of “paritätischer welfare care”, claim the privilege of non-profit status, finance themselves from contributions from social funds, public funds and donations and create the impression of acting as a spokesman for the entire welfare industry. Representatives of the CDU , SPD and the Greens also criticized the appropriation of the association for party politics. Guido Bohsem (SZ) and Guido Kleinhubbert (Spiegel Online) also criticized the methodology of the poverty report.

Ulrich Schneider rejected the criticism in an open letter to the FAZ editor. In it he emphasized that the parity is by no means exclusively on the side of the left. Rather, this applies to every political party when it campaigns for the goals of the Paritätischer Wohlfahrtsverband. To that extent he was quoted incorrectly in the FAZ. He had given a very similar speech a year ago at the state party conference of the North Rhine-Westphalian Greens, without any corresponding reactions. He sharply rejected the claim that the Paritätische is a “lobby organization of the left” and sees himself “as a socio-political fighting group of the party of Sahra Wagenknecht, Gregor Gysi, Bernd Riexinger and Katja Kipping”. The criticism of the annual poverty report is also unfounded, because it accurately reflects the socio-political developments in Germany.
