Pedro Klamar Fuik ( tetum for: "wild spirit" , real name: Donaciano da Costa Gomes ) is an East Timorese officer. Since 2012 he has been the commander of the Instituto de Defesa Nacional (IDN). In 2020, Pedro Klamar Fuik was appointed government spokesman for the COVID-19 pandemic in East Timor .

Career

Klamar Fuik is seen as a link between the generation of guerrilla fighters and the student independence movement. He comes from the west of the country . Shortly after participating in the demonstration during the Pope's visit to East Timor in 1989 , he had to flee from the Indonesian occupation forces. He spent his exile in Portugal and Australia .

After his return to East Timor, Klamar Fuik became an officer in the F-FDTL. For his training he attended the Instituto de Estudos Superiores Militares in Portugal and courses in Australia . Here he was head of the training center in Aileu , head of operations, commander of the Nicolau Lobato training center near Metinaro and coordinator of the strategic plan “Defesa 2020”, as chief military advisor to the president. Then Klamar Fuik became the commander of the country's naval forces . On January 14, 2010 he was promoted to Capitão ( sea ​​captain ) and on May 3, 2012 he was appointed commander of the IDN.

From November 2012 Klamar Fuik was an advisor for the UN mission in Guinea-Bissau , but then returned to the IDN.

In 2016 there was a dispute between government and parliament on the one hand and President Taur Matan Ruak on the other over the future leadership of the armed forces. The government and parliament had proposed extending the term of office of the acting Supreme Commander Lere Anan Timor . However, on February 9, President Taur Matan Ruak announced the transfer of Lere Anan Timor to retirement and the promotion of his deputy Filomeno Paixão as the new Commander-in-Chief. MPs from the leading parties CNRT and FRETILIN saw it as a violation of the constitution . Calls for impeachment proceedings against the president were heard from the ranks of the MPs. Taur Matan Ruak justified his decision in a speech to parliament on February 25, stating that otherwise there would have been a transport backlog in the F-FDTL. The Tribunal de Recurso de Timor-Leste decided following a complaint by the Government that the decision "for the political function of the exercise characteristic of power" is about the military commander of the president and rejected the request for a temporary injunction against the appointment Paixãos back. The court could not take action against a political act, even if it might be illegal. Therefore, the court declared that it had no jurisdiction.

Finally, as a further proposal, the government submitted Pedro Klamar Fuik as a candidate. Deputy should be Calisto dos Santos ( Coliati ). Taur Matan Ruak accepted the proposal on April 15 as a generation change in the military leadership. In the course of the transfer of command, Klamar Fuik was to receive the rank of general. The inauguration did not take place. Lere Anan Timor remained Commander in Chief.

On April 3, 2020, Pedro Klamar Fuik was appointed spokesman for the government's crisis team for the COVID-19 pandemic.
