The Association of Scouts and Scouts Austria (PPÖ) is the largest Austrian scout association and a member of the two world associations World Association of Girl Guides and Girl Scouts and World Organization of the Scout Movement . According to its own information, the association has around 85,000 members in 300 local groups.

structure

It is divided into nine regional associations, which in turn are divided into districts, regions or columns. The local groups are either dependent subdivisions of the PPÖ or legally independent affiliate associations.

Ages

The different age groups are separated according to levels:

  • Wichtel und Wölflinge (WiWö) are girls and boys aged 7 to 10 years.
  • Guides and scouts (GuSp) are girls and boys aged 10 to 13 years.
  • Caravelles and Explorer (CaEx) are girls and boys aged 13 to 16 years.
  • Ranger and Rover (RaRo) are young women and men aged 16 to 20 years.

After completing the regular age groups, scouts can work as scout leaders (until 2002: scout guides), get involved in other forms for the scout group or the association or join the Austrian scouts guild (also known as old scouts). The association development process Vision 2028 has set itself the goal of increasing the number of adults in the association and providing a variety of offers for adults as well.

For children from 5 to 7 years there is the beaver level, especially in Vienna and Lower Austria . In Salzburg, Tyrol and Styria, too, individual groups have started with beaver home lessons. However, this level only exists at state level and does not exist nationwide. The last decision was taken in April 2007 by the Federal Council not to introduce beavers as an official age group or not to further promote this group, but not to ban it either.

The individual levels use different game ideas and working methods. The wolves' level is based on the jungle book , the elf level on the book “Puck is looking for her name”, and they use the game as a method . For the guides and scouts , the working method is adventure , and competition in the patrols is also used. Other methods used by guides and scouts are play and hike. Traditions, ceremonies and rituals form the symbolic framework. The Caravelles and Explorers focus on the company's method . The young people learn to choose one from their own ideas, to plan and implement a company and finally to look back. The more complex project method helps rangers and rovers to design their program.

The program design is based on the eight priorities of the PPÖ, which enable a holistic design, for all age groups. The seven elements of the scout method, based on the WOSM scout method, run through all age groups (law and promise, learning by doing, team system, symbolic framework, living space nature, personal development and support from adults).

Boy Scout Leader

All scout leaders (as of 2002 equivalent to: scout leaders) of the PPÖ are volunteers. You go through a five-level standard training course that concludes with the Woodbadge course: introductory seminar, basic seminar, method seminar, advanced seminar (in the Vienna Regional Association divided into two advanced seminar level and advanced team seminar) and the Woodbadge course, the leadership seminar for scouts and girl guides in Austria. In addition, special seminars (personality-building, educational, religious, musical, administrative and technical seminars) are offered. The new modular training system will start in autumn 2017 and will gradually replace the seminars described above.

The eight focal points in the program of the home hours, camps and activities of the PPÖ are:

  • Readiness for the adventure of life
  • Creative activity
  • Body awareness and healthy living

In the pedagogical concept adopted by the PPÖ in 2015, the pedagogical focal points now refer to the topics of scout work and should contribute to a balanced program design.

Notable groups

In 1910 the teacher Georg Pfligersdorffer founded the Wiener Neustadt scout corps . The groups Wiener Neustadt 1 and Wiener Neustadt 2 still exist there today, making one of them the oldest scout group in Austria. This also makes it one of the oldest still existing scout groups worldwide.

In 1912 Viktor Hämmerle and Theo Bildstein founded the first scout group in Vorarlberg in Dornbirn . The Dornbirn scout group is still one of the largest groups in Vorarlberg and organizes an annual charitable flea market . Since 1971 the volunteers have raised a total of 500,000 euros for social projects.
