The former Duchy of Schleswig (or Sønderjylland) and today's state and administrative borders. The Sønderjylland-Schleswig region covers a large part of the former duchy, with the exception of the south-eastern part around Eckernförde.

The Sønderjylland-Schleswig region describes the institutional cross-border cooperation within the German-Danish border area . On the Danish side, the cooperation includes the four large municipalities (municipalities) Tønder Kommune , Aabenraa Kommune , Haderslev Kommune and Sønderborg Kommune, as well as the Syddanmark region and, on the German side, the Schleswig-Flensburg district , the Nordfriesland district and the city of Flensburg .

The Sønderjylland-Schleswig region was founded on September 16, 1997 in the Danish city of Aabenraa (Aabenraa) . Surname

The name Region Sønderjylland-Schleswig refers to the historical roots of the cross-border cooperation. Both "Schleswig" and " Sønderjylland " are terms that designate the old Duchy of Schleswig , which was divided between Denmark and Germany after the border was drawn in 1920 . The south-eastern part of Schleswig or Sønderjylland, which is now part of the Rendsburg-Eckernförde district , is not involved in the cooperation.

Laws and Regulations

The members of the Sønderjylland-Schleswig region are still subject to their national legislation. The basis of the cooperation is the agreement text on German-Danish cooperation in the Sønderjylland-Schleswig region of September 16, 1997 in the current version of November 3, 2011. In addition, the cooperation is based on the European Charter of Border Regions and Cross-Border Regions, which was published in 2004 by of the Working Group of European Border Regions. The cooperation is based on the principle of equality and respect for the culture of the other side as well as on the fact that decisions are made jointly and by consensus.

The overarching goal of cross-border cooperation is to improve the region's growth conditions and strengthen the cultural context. To this end, the contact and exchange between the populations should be intensified and, in the longer term, lead to more mutual understanding and better knowledge of one another. To this end, the Sønderjylland-Schleswig region supports cultural, language and sports projects, such as the INTERREG project KursKultur. Promotion of encounters and cultural exchange, school cooperation and language projects have high priority. Since 2013, the Sønderjylland-Schleswig cultural agreement (www.kulturfokus.de) has also been affiliated with the Sønderjylland-Schleswig region. A major focus of the work in the region is on the economy and the cross-border labor market. The information center, which is part of the Regionskontor, has been advising cross-border commuters since 2004. The center started out as an Interreg project but became such a great success that it was firmly established in 2007. The info center advises private individuals as well as companies and institutions. One of the goals of the info center is to collect and pass on knowledge, experience and competence. In addition, the Sønderjylland-Schleswig region generally represents the interests of the border region at the European level. For example, the Sønderjylland-Schleswig region has drawn attention to the need for mutual recognition of vocational training. Practical measures, such as the development of a German-Danish parking disc or pocket dictionaries, also serve the purpose of supporting and promoting the cross-border labor market.

organization

The organization consists of the board of directors, the administrative group, the Sønderjylland-Schleswig cultural committee and ad hoc committees. There are also various specialist, working and network groups. The Sønderjylland-Schleswig region is managed in the Regionskontor & Infocenter in Padborg. The highest decision-making body is the executive board, which is composed of 11 political decision-makers from the Sønderjylland-Schleswig region. A new chair and a deputy chair are elected every two years - alternately from the German and the Danish side. The current chairman of the board is Ulrich Brüggemeier, district president of the Schleswig-Flensburg district. The tasks of the board include making decisions on the work of the region and defining specific goals for the region in terms of culture and the labor market. The administrative group is responsible for preparing the board meetings, drafting templates and ensuring the exchange of experience between the partners. The Sønderjylland-Schleswig cultural committee consists of the chairmen of the cultural committees of the agreement partners, one further member each from the cultural committees and representatives of the Danish, German and Frisian minorities. The committee primarily deals with the topics of language and culture as well as youth and club work. This also means that the committee takes a position on various cultural-political issues of cross-border relevance. At the same time, the committee is the political steering committee and responsible for the approval of projects for the Sønderjylland-Schleswig cultural agreement and the INTERREG project KursKultur. The specialist groups deal with various specialist areas that are of interest to German-Danish cooperation in the border region. There are currently specialist groups for the areas of culture (cultural specialist group), youth and school (contact specialist group), specialist group language and intercultural understanding and sport (SpoReg). In addition to the specialist groups, there are working groups for specific areas that are overseen by the Regionskontor & Infocenter. The purpose of the working groups is to exchange experiences, to develop and maintain networks, to plan specific initiatives and to provide general support for cross-border cooperation in the Sønderjylland-Schleswig region. The working groups include, for example, the German-Danish Library Forum and the Working Group on Sick Pay. The Regionskontor & Infocenter is also connected to various network groups that are dedicated to various topics of cross-border cooperation. A representative from the Regionskontor & Infocenter takes part in the meetings and supports the other participants. The threads come together in the Regionskontor in Padborg: It represents the joint secretariat for all bodies in the Sønderjylland-Schleswig region. The secretariat is still responsible for the ongoing management of the organization and the implementation of projects in the fields of culture, youth, school and sport . In addition, cross-border commuter advice has been carried out in the information center since 2004. The employees of the information center give personal advice, give lectures together with the Danish and German job centers and employment agencies and train employees in the communities who deal with cross-border commuters. You work closely with networks such as B. unions, unemployment insurance, authorities and associations together.

Finances

The expenses of the organization - after deduction of subsidies from other sources - are borne 50% each by the German and Danish side. All partners have full access to all information regarding the organization's finances. The budget of the Sønderjylland-Schleswig region for 2015 is around 690,000 euros.
