Roland Schäfer (politician)

Roland Schäfer (born July 29, 1949 in Lemgo , Lippe district ) is a German administrative lawyer and local politician ( SPD ). He is the full-time mayor of the city of Bergkamen . He is honorary president of the German Association of Cities and Municipalities and President of the Association of Cities and Municipalities of North Rhine-Westphalia . Until the end of 2018 he was also one of the vice-presidents of the German Savings Banks and Giro Association (DSGV) .

Life

After graduating from high school in 1968 in the modern language branch of Leopoldinum I in Detmold , Schäfer studied law at Bielefeld University and completed postgraduate studies at the German University of Administrative Sciences Speyer .

After the second state examination in 1977, he worked at the law faculty of Bielefeld University at the chair of Hans-Jürgen Papier , in various departments at the Arnsberg district government under District President Richard Grünschläger , in the administration of the Soest district and in the municipal department of the Interior Ministry of North Rhine-Westphalia -Westfalen under Minister of the Interior Herbert Schnoor .

In 1989 Roland Schäfer became City Director of Bergkamen. In 1998 the city council elected him full-time mayor. He won direct elections to the mayor's office in 1999, 2004, 2009 and 2014.

Schäfer is a volunteer member of numerous committees, such as the administrative council of the Sparkassenverband Westfalen-Lippe (SVWL) and the board of the German Savings Banks and Giro Association (DSGV) , of which he was one of the vice-presidents until the end of 2018.

Just like his predecessor as head of administration in Bergkamen, Alfred Gleisner , Roland Schäfer has been committed to local self-government for around three decades . Since 2000, he has been elected to various top voluntary functions in the municipal umbrella organizations of the cities and municipalities belonging to the district at federal and state level of North Rhine-Westphalia. He is currently First Vice President of the German Association of Towns and Municipalities (DStGB), headquartered in Berlin and president of the Association of Towns and Municipalities of North Rhine-Westphalia (StGB NRW), based in Dusseldorf , the Central Municipal Association of the county's towns and cities in NRW .

Roland Schäfer is married and has a daughter and a son.

Memberships

Roland Schäfer joined the SPD in 1983. Until June 2020, he was a member of the newly created municipal advisory council of the SPD party executive.

In the social democratic community for local politics he is a co-opted member of the board of the SGK NRW and the federal SGK.

In the PES-Local = Euro-SGK (formerly: Union of Social Democratic Local and Regional Politicians in Europe - USKRE) he was President from June 2015 to May 2018, and has been 1st Vice President since then.

He has been a member of the IG BCE trade union since 1989 .

Schäfer has been a member of the Board of Directors of DekaBank Deutsche Girozentrale since February 1, 2010 . Before that, he was a member of this body until June 30, 2008.

Honors

In 2000, Schäfer received the Westphalian-Lippian Sparkasse Medal from the Savings Bank Association of Westphalia-Lippe for his services to the savings bank system .

In June 2016 he was awarded the Medal of Honor of the City and Municipality of Wieliczka , Poland, for long-term promotion of German-Polish city friendship.

In May 2018, the regional association of allotment gardeners Westphalia and Lippe awarded the regional association's Great Golden Badge of Honor for its commitment to allotment gardening at the state and federal level.

In March 2019 he received the German Fire Brigade Medal of Honor from the German Fire Brigade Association (DFV) in recognition of outstanding achievements in the field of fire services.

In June 2020, Schäfer was appointed honorary president of the German Association of Towns and Municipalities , for his more than twenty years of commitment in the top positions of the association.
