Rolf Clement (* 1953 in Stuttgart ) is a German journalist and publicist . For many years he was a special correspondent for security policy and a member of the chief editor of Deutschlandfunk . He has been working as a freelance journalist since 2017, including for the TV station Phoenix and the specialist magazine Europäische Sicherheit und Technik. He is a lecturer at the Federal University of Applied Sciences in Brühl near Cologne.

Life

After graduating from high school in 1972, Rolf Clement did military service in the Bundeswehr from 1972 to 1974 at the Carl von Ossietzky High School in Bonn . From 1974 to 1980 he studied law at the Rheinische Friedrich-Wilhelms-Universität Bonn (without a degree). During his studies he was active at the Ring of Christian Democratic Students (RCDS). He was also a member of the Junge Union (JU) in Bonn, and at times also European Commissioner for the youth organization of the CDU.

From 1980 to 1984 he worked as a correspondent for the regional newspapers Mannheimer Morgen , Mainzer Allgemeine , Neue Osnabrücker Zeitung , Donaukurier Ingolstadt and Flensburger Tageblatt in Bonn. From 1984 to 1989 he was Bonn correspondent for Norddeutscher Rundfunk (NDR). In addition, he was briefly editor-in-chief of the Junge Union magazine The decision , which is why his employer advised him to leave the editor-in-chief on hold. He previously criticized in the paper u. a. the Kohl government. From 1987 he was also a board member of the Bonn Journalists' Association .

Since 1989 he has been working for Deutschlandfunk (DLF) in Cologne, initially in the "East-West editorial team". From 1996 to 2007 he was head of the background department and editor-in-chief of the political background series . In 2007 he became a member of the station's editor-in-chief and because of the increasing importance of terrorism , as it was called, special correspondent for security policy . At times he was officially part-time as editor-in-chief of the monthly magazine Loyal , which is published by the Association of Reservists of the German Armed Forces .

Clement has published several articles in the political science journal Aus Politik und Zeitgeschichte as well as in the security policy periodicals Mittler-Brief , Europäische Sicherheit , Europäische Wehrkunde , Europäische Sicherheit & Technik and if - Zeitschrift für Innereführung , but also in political journals such as The Political Opinion and supraregional Newspapers like Das Parlament and Rheinischer Merkur . Contributions also appeared in the TV station Phoenix at the Bayerischer Rundfunk, the Südwestrundfunk, the Hessian Radio and the Swiss broadcaster .

For several years he has been a member of the Advisory Board for Internal Leadership in the Federal Ministry of Defense , of which he became deputy spokesman. In addition, he was a member of the International Institute for Strategic Studies (IISS) in London and is a member of the Security Policy Study Group at the German Society for Foreign Policy (DGAP) in Berlin. His work 50 Years of the Bundeswehr , published with Paul Elmar Jöris from Westdeutscher Rundfunk , presented by the then Federal Defense Minister Peter Struck , was given in 2005 by Joachim Käppner ( Süddeutsche Zeitung ) as "Reich with pictures and documents, your work skilfully describes the history of the Bundeswehr by all branches of the armed forces and institutions up to and including military chaplaincy ”. But it is "embarrassed about scandals". According to Rainer Blasius ( Frankfurter Allgemeine Zeitung ), it is an “official stocktaking” with “lavishly illustrated” chapters, ultimately a “very informative publication”. It is worth mentioning that in comparison to other authors, Clement and Jöris stand “behind the traditional decree of 1982 critical of the armed forces”. Political scientist Markus Kaim also considers the most important aspects to be "systematically recorded and analyzed" in a specialist review on the political science portal .

Another work, The Terrorists from Next Door , was u. a. by the SPD politician and historian Karsten Rudolph in the Welt am Sonntag as follows: “The two journalists [...] have written an excellently researched report that comes to a disturbing result: 'Islamist terrorism had one from the beginning Based in Germany, it didn't have to be imported. '”The book was created on the basis of the observation of the trial (against the Sauerland Group ) before the Düsseldorf Higher Regional Court . Clement's contributions have been cited in the literature by Ulf von Krause and Wilfried von Bredow , among others . Clement wrote in the APuZ essay, The new Bundeswehr as an instrument of German foreign policy , from 2004: “Not all deployments corresponded to Germany's interests, and where the interests of the deployments seemed necessary, they were rejected.” And in one Comment on the Parliamentary Participation Act said, among other things: “It is high time that Parliament regulates the posting of soldiers on missions abroad differently than before. The fact that every deployment of every soldier in crisis areas now had to be decided by the Bundestag has sometimes led to strange consequences. ”He cited the example of exchange programs.

In 2006, the SZ discussed a possible conflict of interest with Clement's journalistic work due to Clement's diverse security policy activities, which, however, he practically rejected. In 2008, Leipzig media researcher Uwe Krüger published in the journalistic journal Message , as in 2004, the discussion of the subject of uranium ammunition in Iraq in the film by Frieder Wagner , The Doctor and the Radiated Children of Basra , with the leading involvement of Clement by the broadcaster because of allegedly considerable journalistic issues Defects was rejected. Clement, at that time head of the “Background” department, after consulting the scientific editorial team, identified 15 points of criticism with which he “could not be responsible for the broadcast of the program”. Clement and other employees wrote in a SZ letter to the editor : “We are resolutely opposed to the attempt by a few to discredit our media company with an apparently targeted campaign”.

The Frankfurter Allgemeine Sonntagszeitung u. a. 2015 reported on a misleading comment by Clements in connection with netzpolitik.org , which denied the fact of an investigation against two journalists of the portal for treason . At the same time, the author praised Clement as an "experienced and respected colleague with a great deal of security policy expertise".
