Russian Presidential Administration

The Russian Presidential Administration ( Russian Администра́ция Президе́нта Росси́и / Administrazija Presidenta Rossii) is a state authority in Russia whose task it is to coordinate the exercise of the president's office . It was officially set up on July 19, 1991 with a corresponding decree from then President Boris Yeltsin .

General

The Russian presidential administration today consists of 18 departments and employs 1547 people (as of 2012). Each department is responsible for one or more specific areas of responsibility. The chairman of the presidential administration is appointed by the president and reports directly to him. From the founding of the authority to the present day, its internal structure, staffing and main tasks have been modified several times, especially in 1996 and 2004 through corresponding presidential decrees.

The main tasks of the Russian presidential administration today essentially include:

  • Preparation of draft laws for submission to the Duma , as well as formulation and preparation of decrees, speeches, orders and other written documents;
  • Publication and control of compliance with laws submitted by the President and presidential decrees ( ukase );
  • Coordination of the President's domestic and foreign policy activities;
  • Processing and forwarding of concerns and suggestions from citizens, political, social or religious organizations and regional authorities to the President.

According to a decree from 2004, the chairman of the presidential administration has two deputies. The presidential administration also includes the press secretary of the president, the presidential advisers, the plenipotentiary deputies of the president in various state authorities and in federal circles , as well as the representative of the Russian Federation in the European Court of Human Rights .

The chairman of the Russian presidential administration has been Anton Waino since August 12, 2016 . In his function, he reports to the incumbent President Putin .
