State telegram

A state telegram was a formal message that was to be conveyed preferentially in the telegram service on request, between authorized persons (head of state, head of government or members of government, commanders in command of land, sea or air forces, diplomatic or consular representatives, the Secretary General of the UN and their bosses Main organs and the International Court of Justice) in state affairs. The replies to such telegrams also had the status of a state telegram. The chargeable service note on the telegram read = ETAT = or = ETATPRIORITE = for priority treatment of the telegraphic shipment.

On September 8, 1989, the Minister for Foreign Affairs of the German Democratic Republic sent the Hungarian Foreign Minister a protest note about the opening of the border to Austria by state telegram.
