Professional initiative

A professional initiative (abbreviated as Kt.Iv.) in Switzerland is a draft or a general suggestion for an amendment to the constitution , a law or a federal resolution that a canton (status) submits to the Federal Assembly . The basis for this can be found in Article 160 of the Federal Constitution. The details are regulated in the Parliament Act.

A professional initiative is treated like a parliamentary initiative . In the 10 years 2009-2018, an average of around 25 professional initiatives were submitted each year.

This right to make proposals is in principle equal to both the right of the Bundesrat (federal government) and the right of individual parliamentarians to make proposals ( parliamentary initiative ).

A professional initiative goes through a two-stage process. First, the responsible parliamentary commissions of the National Council and Council of States examine whether the proposal should be followed. It is checked whether there is a need for regulation and whether the procedure by means of the professional initiative is appropriate. If an initiative is followed up, the responsible committee of the council in which the initiative was submitted prepares a template and submits it to the plenary.

The class initiatives are recorded in the parliamentary business database Curia Vista .

The professional initiative should not be confused with the cantonal referendum .
