The Rohrbachstrasse / Friedberger Landstrasse – Gravensteiner-Platz tram line is a new tram line in Frankfurt am Main that went into operation on December 11, 2011 . It will be used by tram line 18, which was set up again for this purpose .

Line 18 between Praunheimer Brücke and Enkheim ran until 1986 , was first shortened and then discontinued in 1992.

The new tram line opens up the Frankfurter Bogen development area and connects it to the city ​​center . From the new terminus at Gravensteiner-Platz in the north, the route originally led via Friedberger Warte , Nibelungenplatz / Fachhochschule , Konstablerwache , Börneplatz / Stoltzestrasse and Hospital to the Hl. Geist to the local train station, and on Saturdays to the Offenbach city limits. Since 2019, the line has been running from the local train station via the Südbahnhof to Louisa station . The travel time to the central S-Bahn and U-Bahn station Konstablerwache is 19 minutes, to the local train station 29 minutes and to Louisa 37 minutes. Around 13,000 passengers were expected every day , a number that was already exceeded in counts in April and May 2012 with 14,000 passengers.

Before construction begins

planning

The construction of a new tram route to Frankfurter Bogen with a route over Friedberger Landstrasse was decided by the city ​​council on October 10, 1996. The cost-benefit factor is 1.20.

On November 8, 2001, the city ​​council commissioned the city 's magistrate to build the new route. On May 15, 2003, the initial planning was changed slightly by the city council and the preliminary planning was adjusted up to 2004 according to this resolution. The start of operations was scheduled for 2006.

The planning approval procedure at the Darmstadt Regional Council was initiated in April 2005 and was open to general inspection between May 25, 2005 and June 28, 2005. The planning approval was awarded on June 19, 2006.

As it became known in November 2003, the further construction process had been postponed, as the Frankfurt Transport Company (VGF), which was commissioned with the planning, initially set the priorities on the construction of the East Depot and the DII tunnel section , the planning of which was discontinued after the local elections in 2006 would have.

After the local elections in 2006 and the associated change of government, the newly elected head of transport Lutz Sikorski (Greens) declared that the construction of the new tram route to Preungesheim was a very important goal. Since no further steps towards implementation have been taken since the plan approval was initiated, he commissioned a private planning office to work out the construction planning. At this point in time, construction was expected to start in autumn 2007. Traffic experts assumed operations would start in 2010.

At the end of November 2006 it was announced that the VGF would only wait for the corresponding state grant and that construction would start in April 2007 with the laying of lines at Nibelungenplatz and start of operations in December 2009. On December 6, 2006, the then Transport Minister Alois Rhiel handed over the state grant of 26 million euros at the Rebstockbad terminus of line 17 to Franz Zimmermann and VGF Managing Director Werner Röhre.

Due to further delays in the approval of the construction and financing commitments on the part of the Road Construction Office and the Magistrate, which were to take place in December 2006 and then to be approved by the City Council in January 2007, but which were only approved by the Magistrate on April 20, 2007, was delayed the official groundbreaking ceremony. Construction was now assumed to start in autumn 2007. A little later this date was postponed to the end of 2007.

Due to further delays caused by Deutsche Telekom , for whose lines a removal order had to be issued by the city, the time of commissioning was initially postponed to the end of 2010. As was announced in September 2007, the delay was caused by the fact that the traffic department ten It took months to find someone responsible at Telekom.

Award procedure

On September 26, 2007 the construction work was put out to tender by the VGF. The start of construction was dated February 2008. A start of construction on the 100th anniversary of the incorporation of Preungesheim was considered realistic. In February 2007, the VGF was aiming for April 10, 2008 as the start date for construction. On February 25, 2008, tree felling took place on Friedberger Landstrasse.

Following the tendering process, there were delays that made it impossible to start construction for a long time. The company Bilfinger Berger , which was unsuccessful in the tender because its offer was more than three million euros more expensive than that of Hastrabau-Wegener and Peter Gross, appealed against the award of the construction work.

The reason for the lawsuit was a lack of a master's certificate for work on lighting systems , which the company that was awarded the contract had not included due to a formal error in the tender. However, the plaintiff had not attached this certificate either.

Since the procurement chamber of the Darmstadt regional council confirmed the decision of the VGF, the unsuccessful company sued the Frankfurt Higher Regional Court (OLG). At this point in time, VGF assumed that construction would start at the end of August 2008 and that operations would start in 2011.

Oral proceedings were held on July 15, 2008 . The court ruled in favor of the plaintiff. This delayed the start of construction for an indefinite period. The procedure was referred back to the public procurement chamber of the regional council, which on September 13, 2008 confirmed the VGF's decision. Since the losing company objected again in the subsequent objection period, the VGF could not legally award the work as planned on September 26, 2008 and the start of construction in November with the opening in June 2011 could not be kept.

On December 9, 2008, the OLG negotiated the case again. A decision in favor of VGF was based on the assumption that construction would start in February 2009 and the opening at the end of 2011.

On February 10, 2009, the Higher Regional Court's public procurement senate rejected a complaint against the result of the tender for civil engineering, track and road construction work, without allowing a revision. The final decision made it possible for Verkehrsgesellschaft Frankfurt am Main to entrust the winning company, the “Hastrabau-Wegener / Peter Gross” bidding group with the work.

costs

During the project phase, the construction costs had to be recalculated several times. In February 2009 they were put at 50 million euros. Compared to an invoice from April 2007, this is an increase of 5.5 million.

In February 2012, the final construction costs were given as 55.1 million euros. The additional costs of 10.7 million must be borne proportionally by the City of Frankfurt and the VGF .

The new line branches off the existing line 12 at the Friedberger Landstrasse / Glauburgstrasse intersection , was connected to the existing route network at the existing “Rohrbachstrasse / Friedberger Landstrasse” stop and leads over Friedberger Landstrasse to the eastern edge of Preungesheim .

This 3.5 kilometer long, double-track new line has eight new stops with a distance of 325 to 620 meters and low-floor platforms . The route on Friedberger Landstrasse was designed as an asphalt public transport lane and is also used by bus line 30, which sometimes runs in parallel . There are priority circuits for the tram along the route . In the Rat-Beil-Straße and Goldpeppingstraße new were rectifier works and at the last stop, a technical building built. On the section Gravensteiner-Platz – Friedberger Landstrasse (Bodenweg), a new footpath and cycle path was laid parallel to the railroad, its continuation is the equally newly built cycle path from Friedberger Landstrasse to Rohrbachstrasse.

Construction work

The official start of construction was on March 23, 2009. In April 2007, work began with the laying of supply lines at Friedberger Warte , which until mid-2010 extended along the northern Friedberger Landstrasse to over Nibelungenplatz. 28 allotment gardens had to be given up to clear the route in the arch at the Walter-Kolb-Siedlung.

opening

From November 14, 2011, test drives and driving school operations took place. The Frankfurt transport company (VGF) opened the route at the regular timetable change on December 11, 2011. The new line runs every 10 minutes until around 8 p.m., after which it is thinned to a 20-minute cycle.
