Sukehiro Hasegawa ( Japanese 長谷川 祐 弘 , Hasegawa Sukehiro ; born November 28, 1942 in Tokyo Prefecture ) is a former Japanese diplomat at the United Nations and professor.

Diplomatic career

From 1969, Hasegawa worked for the United Nations Development Program (UNDP) as a program manager in the Office for Programs and Operations. In 1972 he became a division manager and later a regional program manager in the regional office for Asia and the Pacific. From 1978 to 1980 he served as deputy representative of UNDP in Nepal and from 1980 to 1984 in Indonesia . Between 1984 and 1986 Hasegawa was UNDP representative in Samoa , the Cook Islands , Niue and Tokelau and from 1987 to April 1994 he was Deputy Executive Coordinator of the United Nations Volunteer Program in Geneva . In 1993 he coordinated the UN volunteers who worked as election observers in the first free elections in Cambodia . In April 1994 Hasegawa took over the post of Director of Policy and Planning for the UN peacekeeping mission in Somalia . From January 1995 he was coordinator for humanitarian tasks of the UN and UNDP representative in Rwanda . Between July 1996 and August 1999, Hasegawa served as Assistant Assistant Administrator and Assistant Regional Director for Asia and the Pacific in New York . In September 1999 he was appointed director of the UNDP Tokyo office. Hasegawa later became a special advisor on crisis prevention and reconstruction at the UNDP in Geneva.

On July 1, 2002 Hasegawa was appointed by UN Secretary General Kofi Annan as the UN's Deputy Special Representative for East Timor and the UNDP's representative there. On May 21, 2004 he was promoted to UN special envoy for East Timor and, from May 21, 2005, he was also head of UNOTIL . He held the office until September 30, 2006. During Hasegawa's term of office, the end of UNOTIL falls on May 19, 2006. Due to the unrest that broke out at the time , the UN mission was not ended as planned, but converted into the UN mission UNMIT with resolution 1704 , after the UNOTIL mandate had already been included UN Security Council resolution 1677 and 1690 and finally with resolution 1703 was extended until 25 August of 2006. UNMIT officially began on September 13, 2006. On December 6, Atul Khare was appointed as his successor.

From 2007 to 2012 Hasegawa was special advisor to José Ramos-Horta , the President of East Timor . Since March 2013 he was special advisor to Xanana Gusmão , the then Prime Minister of East Timor .

Academic career

Hasegawa holds a BA in Political Science from the University of Michigan at Ann Arbor and a Masters in Public International Administration from the Graduate School of Public Administration at International Christian University ( Kokusai Kirisuto-kyō Daigaku ) in Mitaka . He also has a Ph.D. in International Relations from Washington University in St. Louis and two certificates in French from the University of Grenoble and McGill University in Montreal .

From April 2007 Hasegawa taught at Hōsei University on peacemaking, international organizations, contemporary foreign policy and global governance. In the meantime, he has also been visiting professor at the University of the United Nations . He has also appeared as a speaker and senior consultant at various conferences and seminars. On January 16, 2013, Hasegawa gave his last lecture at the university.

Hasegawa is a member of the Board of Directors of Japan Association of United Nations Studies and the Earth Charter Commission for Japan. In June 2012 he was appointed to the Board of Directors of the Academic Council on United Nations System (ACUNS).
