Togo Dennis West, Jr. (born June 21, 1942 in Winston-Salem , North Carolina - † March 8, 2018 between Barbados and Puerto Rico ) was an American politician ( Democratic Party ). He was Minister of the Army and Minister of War Veterans .

Studies, professional career and other offices

After finishing high school, the teacher's son began studying electrical engineering , which he completed in 1965 with a Bachelor of Science (B.Sc.) , as well as law studies at Howard University , which he graduated with a Juris Doctor in 1968 (JD) graduated cum laude . While still a student he was editor of the "Howard Law Journal" .

After working as an assistant to a federal judge, he joined the United States Army , where he eventually worked for the Judge Advocate General's Corps from 1969 to 1973. At times he was also an employee in the office of the Assistant to the Army Minister for Personnel and Veterans Affairs. During his military service he was awarded the Legion of Merit and the Meritorious Service Medal . After his military service, he took up a position as a lawyer for a short time from 1973 to 1975 and again in 1977.

After retiring from the Carter administration, he resumed his legal practice in 1981 and was initially a partner and manager of Patterson Belknap Webb & Tyler LLP in New York City from 1981 to 1990 . He then served as executive vice president of government relations for aircraft manufacturer Northrop Corporation until 1993 .

After resigning as minister, he returned to work as a lawyer. From October 2004 to May 2006 he was President of the Joint Center for Political and Economic Studies, a Washington- based think tank that focused on minority issues. He was also a great supporter and former board member of the Mount Vernon Preservation Society .

West has also been involved since his school days with the Boy Scouts of America , which also honored him several times, and was President of the Boy Scouts of America in the capital region of Washington until his death.

Government official under Ford and Carter

During the presidency of Gerald Ford he was from 1975 to 1977 deputy assistant attorney general ( Associate Deputy Attorney General ). He then served as General Counsel of the United States Navy for two years during the presidency of Jimmy Carter . After a brief period as a special assistant to the Minister of Defense and the Deputy Minister of Defense, he was General Counsel of the Ministry of Defense from 1980 to 1981 .

On November 22, 1993, President Bill Clinton appointed him Secretary of the Army . As Secretary of the Army ( SECARM ) he was responsible for all administrative and technical questions of the United States Army . He headed the Department of the Army (Army Ministry) within the Defense Ministry and was directly subordinate to the Defense Minister.

He held the post of Minister of the Army until his replacement by Robert M. Walker on January 2, 1998. He himself then became first incumbent and then after confirmation by the US Senate from May 5, 1998 Minister for War Veterans . On July 10, 2000, he submitted his resignation after emerging allegations of mismanagement and was then replaced on July 25, 2000 by his predecessor and previous deputy, Hershel W. Gober .
