From 1970 to 1973 Costa was employed in the public service at Dili and Baucau airports , from 1973 to 1974 he completed his time as a conscript in the Portuguese army .

Costa joined FRETILIN in the Suco Home as early as 1975 . In the fight against the Indonesian invaders, he joined the FALINTIL in Lospalos and in 1976 became the commander of the military post in Lospalos. The place was captured by the Indonesians on February 3, 1976. In 1976 Costa became political assistant in FRETILIN and secretary of the political commission in the Ponta Leste resistance sector from 1978 to 1979. In 1981 Costa became political commissioner in Ponta Leste and led the guerrilla actions against the Indonesian army . However, in 1983 he was captured and sent to a prison in Bali . He only served part of his six-year prison sentence. Immediately after his release, Costa became involved again in the resistance. From 1985 to 1988 he supported resistance groups in Dili and in 1996 became the executive secretary of FRETILIN. At the same time, Costa taught from 1987 to 1990 at the Colégio de São José in Balide (Dili). He also worked at Empreza PT . From 1990 he was with the Marmer PT company , where he was the industrial director from 1996. In 1997 the structures in FRETILIN were reorganized. From 2001 to 2003, after the end of the Indonesian occupation, Costa was a member of the central committee of FRETILIN. Here he turned as a supporter of the internal party reform group Mudansa against the leadership of Marí Alkatiri , who dismissed him in September 2003 as chief administrator. In May 2006, Costa sued the court against the open vote on the party leadership at the FRETILIN party congress. The Mudansa group failed here when trying to overthrow Alkatiri. The lawsuit was dismissed in court. In the same year Costa was fired from the Minister of State Administration Ana Pessoa Pinto (FRETILIN) as head of the civil service academy.

In 2007, as a member of the Congresso Nacional da Reconstrução Timorense (CNRT) , Costa became State Secretary for Social Security (SESS) under Prime Minister Xanana Gusmão . After FM split off from FRETILIN in 2011, Costa returned to FM and became its president. With the government reshuffle on February 16, 2015, Costa left the East Timorese cabinet .
