Diversity is good. Youth for Diversity, Tolerance and Democracy was a program of the German federal government against right-wing extremism . It is the successor to the " Youth for Tolerance and Democracy " program, with its parts CIVITAS , Entimon and Xenos, and an instrument that is used preventively and educationally against right-wing extremism. It was started on January 1, 2007 together with the program " competent. For democracy - advisory networks against right-wing extremism ". Local action plans

Local action plans in Germany

There were 90 Local Action Plans (LAP) in Germany, 60 of them in the new federal states . Each funding area received € 100,000 per year, which was paid out to the projects. A project could run for a maximum of twelve months and receive a maximum of € 20,000. These local action plans should serve to strengthen local democracy development. A total of 19 million euros in funding was available each year.

Model projects

In addition to the local action plans, there were 86 model projects in Germany designed to pursue innovative approaches to combating right-wing extremism. These were divided into four subject areas:

  1. Dealing with historical and current anti-Semitism
  2. Work with young people at risk of right-wing extremism
  3. Prevention and educational offers for the immigration society
  4. Early prevention

Scientific support

The scientific support for the project was announced in 2007 and finally awarded to the German Youth Institute . This in turn was supported by five other research institutes. There was scientific support for the evaluation of the local action plans and one for each of the four subject areas of the model projects.

For the federal program, 24 million euros were available in the 2007 federal budget, which was financed from the budget of the Federal Ministry for Family, Senior Citizens, Women and Youth .

One point of criticism was that the funding was only concentrated on individual municipalities that applied for it. Projects in municipalities that denied the problem were left without funding.

Another point of criticism was that funding was limited to model and temporary projects. The BMFSFJ states that continuous funding is not permitted to the federal government, but is the responsibility of the federal states and municipalities.

It is also criticized that although the federal program was designed to be permanent, it was only funded for a year and therefore there was a lack of planning security. Furthermore, the lack of cooperation between mobile advisory teams and local action plans and the fact that the mobile advisory teams were not involved in the selection of local action plans were rated as negative.

It was also criticized that “uncomfortable” clubs are not funded.

Evaluation

The program was rated as positive overall. With regard to the LAP, it was stated that the focus was on “democracy and tolerance education”, as well as “intercultural learning / anti-racist education” and “social integration (in the immigration society)”. A stronger integrative effect of the project and a stronger consideration of the young people in the control structures of the project are desirable.

A total of 90 model projects were funded, the majority of which were supported in East Germany and Berlin served as the “location and implementation location for numerous model projects”. Although this regional concentration was evaluated as positive in terms of networking, it was also said that “high spatial concentrations can lead to competition for funding and target groups”.
