The water town of Oberhavel is an area that the city ​​of Berlin is developing for residential use in terms of infrastructure . The areas are located in the districts of Hakenfelde and Haselhorst .

At the end of the 20th century, several quarters emerged on the west bank of the Havel, which together with areas in the Haselhorst district on the east bank were to form the water town of Oberhavel with 12,000 new apartments. On the occasion of the 800th anniversary of Spandau in 1997, the part of the Havel between the citadel and Tegeler See was called "Spandauer See". The name can now be found among other things in the Spandauer-See-Brücke . In the Havelspitze district of the Wasserstadt, not far from the northern Havel crossing over the Wasserstadtbrücke from 2000 - on Hugo-Cassirer-Strasse - is the Wasserstadt Citizens' Office. In addition, the adjacent northern port of Spandau was dismantled. Row houses and town villas were built on the south bank, and a stepped promenade on the north bank as part of Maselakepark.
