William Jayne

William A. Jayne (born October 8, 1826 in Springfield , Illinois , † March 20, 1916 ibid) was an American doctor and politician and from 1861 to 1863 the 1st Territorial Governor in the Dakota Territory .

Early years and political advancement

William Jayne attended Illinois College and then studied medicine at the University of Missouri until 1849 . He then opened a doctor's office in Springfield. During this time, Abraham Lincoln was one of his patients. William Jayne was also politically active and was Mayor of Springfield between 1859 and 1861. Since 1860 he was a member of the Illinois Senate . In 1861, he resigned after being named the first governor of the Dakota Territory by President Lincoln.

Territorial Governor

William Jayne served as Territorial Governor between May 1861 and March 1863. He divided the populated areas into administrative districts. Next, generally binding laws were passed. In addition to civil and criminal law, this also included tax legislation. The governor also established the first school system in his territory and the country's first militia. The Dakota Territory was largely spared the events of the civil war that was taking place in the USA . For this one had to deal with Indian revolts since 1862. These were the real reason for the establishment of the militia. The struggles would continue intermittently throughout the decade. After Jayne was elected to the US House of Representatives to represent his territory , he resigned as governor.

Another résumé

Between March 4, 1863 and June 17, 1864 he was a delegate in the US Congress. Then he had to resign because an election challenge was allowed. He then returned to Springfield, where he again worked as a doctor and was elected mayor three times with interruptions between 1865 and 1880. In 1869 he was President Ulysses S. Grant to retirement Officer ( Pension Agent appointed by the Federal Government). He held this office for four years. Jayne also served on the board of the First National Bank of Springfield in an executive role . Since 1850 he was married to Julia Witherbee, with whom he had six children.
